The Project




  • Regional Project to Support the Pastoral Economy in the Transboundary Territories of Lake Chad Region (PRADEP-LT-PETRA) On behalf of the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ); and in a context characterized by challenges on pastoral mobility, conflicts of access to resources, persistence of animal and zoonotic diseases; land degradation, encroachment into protected areas; the deficit in infrastructure for the production, marketing, processing and distribution of livestock products; the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Regional Project to Support the Pastoral Economy in the Transboundary Territories of Lake Chad Region (PRADEP-LT-PETRA) in Chad, Cameroon, Nigeria, and Niger.

  • The main objective of the co-financed program is to improve and enhance the contribution of the livestock sector to the transformation of sustainable food systems and to inclusive and resilient green growth of the economies of the countries of the West Africa and Sahel region.

  • As specific objective, PRADEP-LT-PETRA aim to improve the resilience of cross-border (agro)pastoral households and systems in terms of economy and conflict prevention.

  • The Action covers several main areas of transhumance and livestock trade, recognized by institutional and professional actors: Adamawa and Borno State (Nigeria), the Diffa region (Niger), the provinces of Lac, Hadjer Lamis, Kanem and Chari-Baguirmi (Chad) and the Far North region (Cameroon).



Responsibilities & Tasks

Responsibilities:




  • The Advisor is responsible for managing the workstream of Livestock value Chain of the project. He/she is responsible for the capacity development of government agencies, professional associations, cooperative societies, pastoralists, livestock traders, and NGOs to improve the livestock-meat, milk, Hides and Skin, Fodder Crop and related product value chains.



Tasks:

Advising and capacity development:

The Advisor:




  • Identifies points of entry and needs and requirements for interventions to improve pastoral product value chain.

  • Provides support and advise and implements activities for adding value to pastoral products in Borno an Adamawa.

  • Supports internal processes, e.g. preparation of concept papers, evaluation of the development of the strategy of partners' proposals, monitoring of results, reviews and progress reports of the project.

  • Supports the definition of objectives, priorities and the development of operational plans

  • Identifies the capacity needs of government and LGA officials and makes recommendations on capacity building measures



Networking and Cooperation:

The Advisor:




  • supports cooperation, regular contact and dialogue with partners, and cooperates with local communities, relevant organisations, nongovernmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships  communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project

  • Work closely with government institutions, local governments, and traditional leaders to promote objectives for improving value chains and promoting the strengthening of communities' socio-economic capacities.

  • Liaises closely with governance agencies in charge of community planning processes to ensure integration of aspect of pastoral economy.



Knowledge Management:

The Advisor:




  • Ensures knowledge transfer, develops strategies and technical concepts, including guidelines, manuals and draws up reports and presentation documents • prepares appropriate input for various project reports including annual reports and contributes to the other reports required by the line manager.

  • Conducts research and provides regular technical inputs on relevant political/economic issues beneficial to the program

  • Ensures knowledge transfer to other programme units and to GIZ's internal knowledge management, e.g. by collecting good practices and documenting lessons learned and revising fact sheets and communication materials.

  • Ensures the exchange of information between program staff, partners and other institutions.

  • Performs other duties and functions as requested by management.



Coordination Tasks:

The Advisor:




  • Assists with general project planning and develops project concepts including preparation, organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation.



Required Qualifications, Competences, and Experience

Qualifications:




  • Masters in Animal Science, Agriculture, Economics or in a related discipline. Professional experience

  • Minimum of 7 years of relevant experience in the international development sector with a specific thematic focus on value chains and project management including at least

  • 3-year professional experience in a comparable position

  • Experience in humanitarian interventions is an advantage.

  • Experience in training, capacity building and/or community based approaches will be highly valued Other knowledge, additional competences

  • Knowledge of socio-economic challenges related to transhuman, livestock and pastoralism.

  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)

  • Strong interpersonal and communication skills.

  • Ability to work independently and to collaborate remotely with distant teams and partners.

  • Ability to generate engagement with other stakeholders and partners.

  • Excellent writing skills.

  • Well planned and organized even within a complex working environment.

  • Fluent written and oral knowledge of English language

  • Knowledge of Hausa and other relevant local languages spoken in the northeast of Nigeria would be an added advantage.
