How can you make a difference?
The consultancy will follow the Administrative Data Maturity Model (AdaMM) to diagnose the maturity of Nigeria’s administrative data landscape (selected social sectors) at national and subnational level.
- Levels: Federal (core MDAs), with selected state engagements.
- Sectors (illustrative): Health/HMIS, Education/EMIS, Social Protection registries, CRVS, and cross-cutting national platforms/registries (e.g., facility, school, and population registries).
- Focus: People-centered, lifecycle data for children; equity relevant disaggregation; governance, standards, architecture, and interoperability.

To qualify as an advocate for every child you will have...
(Qualifications/Experience/ Knowledge/Expertise/Skills)
Education:
- Advanced university degree (Master’s or higher) in: Information science, Informatics, Management information systems, Data governance and Policy, MEL Specialists , Business information systems and other related fields,
Work Experience
- Minimum of 8 years of relevant experience in working on data systems strengthening and assessments.
- Relevant work experience with national bureau of statistics and other government agencies is key.
- Relevant experience in leading and facilitating workshops and dialogues related to data systems.
Language Requirements
- English (excellent communication and writing skills)
Knowledge/Expertise/Skills
- Demonstrated experience assessing administrative data systems and applying maturity models (preferably ADaMM or comparable models).
- Expertise in data governance, privacy and security, and sectoral information systems (health, education, social protection, CRVS).
- Strong competency in facilitation multi-stakeholder dialogue, capacity building, and codesign with government.
