Job Description
General objectives:
- The Logistics Coordinator pilots logistics activities of the mission to ensure the smooth running of SI programs in the country.
- S/he ensures the implementation of SI procedures and logistics tools on the mission and ensures their compliance and their proper use.
- S/he helps define the mission strategy, drafting and design projects necessary means and activities SI.
- S/he supports the Country Director in the operational safety.
- S/he is the referent in the mission and the link between headquarters and the mission for any issue related to logistics.
Specific stakes and challenges:
- Logistic management capacity. Limited presence in the field for senior staff. The logistics coordinator will have to participate in designing a logistic strategy (HR/process….) to ensure compliance of logistic process within a restricted access constraint.
- Participate to risk mitigation analysis along with Country Director, Field Coordinators and Security Coordinator to set up efficient mitigation measures (tools, process…) at field level (infrastructure, telecom, contingency plan….)
- Empower the inter-department coordination/communication (with program, finance….) at each level (base, coordination….) to generate/increase global understanding of the mission and of challenges in the different departments.
Priorities for the 2/3 first months:
Harmonize the standard and approach of logistics within the different bases:
- Remote management
- Security means setup
- Use of monitoring tools
- Market assessment countrywide
Procurement strategy:
- Define with the bases/coordination the relevant means for the logistics department (RACI, JD….) to suit the new situation of the mission (financial situation, access challenges…)
- Ensure a precise monitoring, forecasting of logistics expenses to increase the accuracy of our budgeting (PALM, LFU, BoQs…)
- Analyze and rationalize where possible the bases/coordination support running costs (supplies, maintenance, DW….)
Management:
Under the direct management of the Logistics Coordinator:
- 1 Procurement Responsible
- 1 ITC Responsible
YOUR PROFILE
Education:
- Education background in logistics, transport, warehousing, IT, supply chain, management…
Experience:
- Minimum 3 years relevant logistics and management experience in emergency and/or development context at an international level.
- Experience in the management of budgets and the ability to prepare timely, complete, and accurate reports.
- Demonstrable knowledge of rules, regulations, and donor policies governing the compliance/regulatory management of procurement rules from donors such as BHA, ECHO, CIAA, CDCS, UNICEF, NHF, IOM, WFP and other agencies.
- Proven ability to develop, implement and support adequate logistics systems, including planning, managing, procurement, fleet stock, and asset management.
- Previous experience with SI is an asset.
- Previous experience in remote management is an asset.
Technical skills and knowledge:
- Very good command of logistics procedures.
- Problem-solving and analytical skills with the ability to assess challenges and recommend solutions.
- Strong management, training/capacity-building skills.
- Computer literacy with very good command of MS Office Suite and especially high proficiency in Excel to handle and develops auditing tools with the headquarters.
