General Objective / Summary




  • Under the supervision of the MEAL Coordinator, the Information Management Specialist (IMS) ensures efficient information management systems for evidence-based decision-making and reporting across the mission.

  • For this, the IMS will design, implement, and oversee data and information management systems at mission level; bridge gaps in information management by establishing and improving primary data collection, storage, protection, and analysis systems.

  • The role also ensures the consistent and efficient use of high-quality data to support the needs of the MEAL and Program teams.



Responsibilities and Tasks

Information Management system:




  • Design and implement a mission-wide IM system to collect, store, analyse, and disseminate information in alignment with PUI’s programmatic needs.

  • Ensure all users have appropriate access to IM platforms, preventing unauthorized modifications or data tampering.

  • Adapt IM systems to evolving programming needs and indicators in collaboration with technical and program staff.

  • Ensure that data collection and information management tools meet PUI’s and national data protection standards.

  • Oversee the compliance of IM tools and practices with PUI and national data protection standards.

  • Support the implementation of a mission level electronic archiving and backup systems.

  • Ensure data is systematically organized and easily disaggregated (e.g., by sex, gender, age, etc.) to meet MEAL and Program analysis and reporting needs.

  • Support the developing of SOPs for the data management process mission wide.



Mobile data collection:




  • Develop and test data collection tools, ensuring logical flow and coherence in form designs.

  • Provide technical input for tool configuration, including logic, constraints, and scoring formulas.

  • When relevant, translate data collection forms for clarity and consistency.

  • Manage platform servers, clean data, and provide finalized datasets to relevant teams.

  • Support MEAL and program teams in identifying data trends and sharing key findings.



Data quality management:




  • Regularly verify data collection forms to ensure logical consistency, coding accuracy, and data quality.

  • Conduct routine checks of software and hardware to ensure efficient data collection and management processes.

  • Provide ongoing support to field staff in resolving data quality issues, including missing or inconsistent entries.



Data analysis and visualization:




  • Design and update dashboards and other visualization tools to highlight key programmatic findings.

  • Develop strategies to enhance data utilization across the mission, ensuring informed decision-making.



Capacity building and capitalization:




  • Capitalize on previous lessons learnt at base level in order to design and conduct training sessions on IM systems and tools for PUI staff.

  • Develop and share lessons learned, contributing to continuous improvement in IM practices

  • Provide trainings on the IM system(s) to PUI staff, and follow-up with technical support to improve data quality and data management for MEAL and Program teams

  • In coordination with the MEAL Coordinator to identify key aspects of the MEAL and IM working relationship and data management to highlight areas of weakness that require stronger working systems in place to develop them with the IM teams and the MEAL teams in each base.

  • Act as the focal point for troubleshooting technical issues related to IM systems and mobile data collection tools.



Priorities of the Department:




  • Establish a robust mission-level data management system.

  • Implement an archiving policy in order to save and treat the mission data

  • Refine Health Information System (HIS) reporting templates.

  • Develop and maintain mission databases, ensuring efficient data extraction and manipulation.



Qualifications and Required Skills

Mandatory requirements:




  • Education degree: University Degree in Computer Science, Information Management, Statistics, Mathematics or technical diploma in Computer Science

  • Work experience: At least two years’ experience in similar field with NGOs or in private IT companies

  • Language skills: fluent in English (speaking, reading, writing) and in Hausa. Knowledge of Kanuri is strongly desirable.



Knowledge and skills:



Proficient in:




  • Data collection tools (e.g., Kobo, CommCare)

  • Statistical software (e.g., Stata, SPSS)

  • Data visualization platforms (e.g., Power BI, Tableau)

  • Database management tools (e.g., Excel, MS-SQL, Access).

  • Geographic Information Systems (GIS) (not mandatory).

  • Knowledge of data security and protection policies.

  • Experience creating and maintaining secure databases.
