Overview
The Finance consultant will oversee the development and/or review of existing financial management and whistle-blower policies and manuals for the State Malaria Elimination Programs in our implementation states. It is expected that the developed policy and manual will guide all finance-related operations and align with donor policies, procedures, and regulatory requirements.
The purpose of this Scope of Work (SoW) is to outline the responsibilities, deliverables, and timeline for engaging a consultant to design and develop the following policies for our states of implementation. Two consultants will be engaged to support three states each (Consultant 1: Osun, Ogun, and Delta, Consultant 2: Adamawa, Katsina, and Taraba)

Responsibilities
- Conducting a thorough analysis of the state’s current practices, procedures, and regulatory requirements related to finance.
- Collaborating with relevant stakeholders, including key personnel from finance.
- Drafting the policy documents in a clear, concise, and easily understandable manner.
- Developing policy implementation guidelines, procedures, and templates as necessary.
- Providing guidance and support during policy implementation, including conducting training sessions or workshops for personnel to ensure policy understanding and compliance.
- Conducting a final review and revision of the policies based on feedback from stakeholders and implementing partners.
Qualifications
- Bachelor’s degree in financial management or accounting.
- 3–5 years’ experience in policy design and development, preferably in finance.
- Strong knowledge of relevant legal and regulatory frameworks related to finance.
- Experience working with similar organizations or industries would be an advantage.
- Excellent communication and interpersonal skills to collaborate effectively with the company's management and stakeholders
Deliverables
Deliverable 1: The consultant will be responsible for delivering the following key deliverables within the agreed timeframe:
Financial and Whistleblower/Anti-Fraud Policy:
- Draft versions of the Financial and Whistleblower/anti-fraud Policy for review and approval. Specifically:
- Develop a comprehensive finance policy that encompasses budgeting, financial reporting, expense management, and internal controls.
- Assess the company's financial processes and requirements to ensure the policy addresses specific needs.
- Include provisions for risk management, cash flow management, and compliance with relevant financial regulations.
- Define roles and responsibilities related to financial management and establish guidelines for financial decision-making.
- Create a whistleblower and fraud policy that encourages employees to report any suspected fraudulent activities or wrongdoing within the organization.
- Establish procedures for reporting, investigating, and resolving reported incidents.
- Ensure confidentiality and protection for individuals reporting in good faith.

- Outline consequences for individuals engaged in fraudulent activities and provide guidance on preventive measures.
- Finalize versions of the policies, including implementation guidelines, procedures, and templates.
- Draft the policy dissemination plan
- Facilitate an orientation and policy dissemination meeting with relevant stakeholders in the states for policy/manual adoption
Deliverable 2: Timelines
- The engagement of the consultant for policy design and development is expected to follow the following timeline:
- Contract signing and project kick-off: [17 February]

Deliverable 3: Methodology
The consultant should follow a systematic approach to complete the scope of work:
Initial Assessment
- Conduct interviews and workshops with key stakeholders to understand the States's current policies, challenges, and specific requirements
- Review relevant documents, legal regulations, and global best practices.
Policy Design and Development:
Based on the assessment, propose an outline, structure, and content for each policy, seeking approval from the organization's management.
Drafting and Review:
- Prepare initial drafts of each policy, incorporating feedback and suggestions from the company's management and relevant stakeholders.
- Revise and refine the policies to meet the standards and expectations.
Finalization and Documentation:
- Finalize the policies after incorporating all necessary revisions.
- Provide the policies in both electronic and hard-copy formats, ready for implementation
Policy/Manual Dissemination and Adoption:
Deliverable 4: Reporting and Communication
The consultant will report directly to the Director of Finance & Admin and maintain regular communication throughout the engagement to provide progress updates, address queries, and seek necessary feedback. Additionally, the consultant should be available for meetings to address any concerns or queries raised during the engagement.
Deliverable 5: Budget and Payment Terms
The budget and payment terms for this engagement will be addressed separately in a mutually agreed-upon contract.
