Description Of Duties
Under the direct supervision of the WHO Construction Consultant and technical guidance from the WHO Nigeria OSL team, the Construction Project Engineer will:
- Oversee day-to-day construction and rehabilitation activities at either Biu or Monguno Specialist Hospital.
- Ensure all works are executed in compliance with WHO technical standards, the Environmental and Social Management Plan (ESMP), and Nigerian regulatory standards.
- Ensure the safe, timely, and cost-effective delivery of infrastructure works that meet healthcare functionality requirements
TECHNICAL SUPERVISION AND PROJECT MANAGEMENT
- Ensure construction/rehabilitation works strictly follow project timelines, architectural/engineering drawings, technical specifications, and contractual obligations.
- Supervise contractors and ensure quality workmanship across civil, electrical, mechanical, plumbing, solar, and water system installations.
- Conduct routine quality assurance and safety inspections and report non-conformities to WHO.
- Approve and monitor material deliveries for compliance with specifications and site requirements.
- Ensure site activities are carried out in a safe, organized, and health-compliant environment.
CONTRACT AND DOCUMENTATION SUPPORT
- Validate contractor performance against work plans, BoQs, and timelines; flag delays or issues promptly.
- Review and endorse work plans, invoices, and progress reports submitted by contractors.
- Prepare technical reports, site visit reports, minutes of coordination meetings, and completion certificates.
- Track construction phases and ensure timely documentation of handover and acceptance reports.
COORDINATION AND LIAISON
- Participate in joint technical reviews with WHO, UNDP, government agencies, and community representatives.
- Serve as the focal point for site-related technical coordination between WHO, contractors, consultants, and authorities.
- Organize and chair weekly site meetings to assess progress, address bottlenecks, and update stakeholders.
ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP)
- Ensure compliance with the IC2RB project’s ESMP requirements during all construction activities.
- Monitor QHSE (Quality, Health, Safety, and Environmental) implementation at site level.
- Prepare PEGS (Project Environmental and Social) reports and maintain a log of incidents/accidents and mitigation measures.
- Identify risks to personnel, infrastructure, or the environment and recommend corrective actions.
TECHNICAL INPUT & INFRASTRUCTURE PLANNING
- Support WHO in the technical assessment of health infrastructure needs in Borno State.
- Contribute to the design and technical documentation (drawings, BoQs, implementation schedules) for additional construction or rehabilitation works under IC2RB
Required Qualifications
Education
- Essential: Bachelor’s degree in Civil Engineering or related discipline .
- Desirable: Master's Degree in Civil Engineering.
- Essential: At least 5 years' in buildings/public infrastructure construction.
- Desirable: 3 years’ experience in construction or rehabilitation of health facilities. Experience working on donor-funded or international development projects (e.g., WHO, UNDP, EU)
Skills
- Solid knowledge of construction project management, quality control, and safety procedures.
- Proven experience in water systems (e.g., boreholes, plumbing) and renewable energy installations (solar panels).
- Proficiency in AutoCAD or similar design software, Microsoft Office (Excel, Word, PowerPoint), and project tracking tools.
- Strong leadership, organizational, and team coordination skills.
- Excellent interpersonal and communication abilities, especially with contractors, government counterparts, and local communities.
- Analytical skills for interpreting technical drawings and identifying issues.
- Ability to work under pressure, in hardship environments, and meet tight deadlines.
- High personal integrity, attention to detail, and commitment to quality and accountability.
- Willingness to be based full-time on-site in Biu or Monguno, with travel to field locations as required.
- Physical fitness for supervision duties under challenging field conditions.
- Commitment to uphold WHO's values, ethical conduct, and safety protocols.
- Familiarity with WHO and UNDP procurement, construction, and reporting procedures is an advantage
