Specific responsibilities
- Support the Finance Manager in ensuring financial management systems and procedures are in place and that NRC’s and donors’ accounting practices and standards are adhered to in the Various NG NRC Offices and Implementing Partner Organizations
- Coordinate and be the focal point for all the Donor Financial audits in the NRC Nigeria field Office
- Support the Finance manager in ensuring that financial risks are identified, assessed, and controlled effectively
- Conduct regular compliance checks on adherence to NRC Internal controls as given in the NRC Finance Handbook and donor regulations
- Conduct Financial review of Implementing Partners’ adherence to NRC & Donor standard operating procedures enunciated in the NRC Finance handbook and donor agreements
- Conduct implementing partner financial audits as per NRC Finance Handbook
- Compile and update the projects/donor and Implementing partner audits recommendation tracker
- Assists the Finance Manager in following up on the Audit recommendations from donor, statutory and partner audits
- In collaboration with the finance department, ensure that all financial transactions are coded with the correct project code, account code, activity code, cost center and donor codes on before the recording of the transaction in Agresso.
- Advise, monitor and ensure compliance with national laws and regulations, eg, tax legislation (Withholding tax and other applicable taxes, labour law, EFCC requirements, NRC procedures & policies as well as donors in procurement, financial procedures, human resources and programs, in accordance with relevant NRC manuals and guidelines)
- Review the archiving of NRC Financial documents as well as partner Financial documents in line with the NRC Finance handbook (Securing Supporting Documents (SSD) and Transaction Checklists (TCs)
- Ensure the Reconciliation of Deliverables folder on NRC filing tree (Means of verification on project items distribution) is updated periodically and before projects come to end
- Design and implement quality control frameworks for all Financial, logistical, human resources and administration, ICT and program elements
- Review the monthly Balance Sheet and flag to Management potential risk items and long outstanding reconciling items
- Ensure that national and international timesheets are signed and archived correctly as per NRC Nigeria Filing Tree & Access SOP
- Prepare and share a monthly compliance report with clear action points on work progress
Other Duties: -
- Review, update and standardize NRC internal forms.
- Training staff on anti-corruption policies, guidelines and procedures and ensuring that anti-corruption procedures are implemented.
Qualifications
- Minimum 2 years of experience from working as an Auditor or Finance Manager in a humanitarian/recovery context
- Bachelor of Accountancy, Finance, Business Studies, Economics- Essential
- Membership to a professional Accounting body, eg- ICAN, ACCA, CIMA- Essential
- Masters degree level in Accounting, Finance, Business Studies- Desirable
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Solid knowledge of computer software and modern accounting systems
- Fluency in English, both written and verbal.
- Knowledge of the context in Nigeria
- Knowledge of the local languages in North East Nigeria-Hausa
- Experience with start-up, exit or similar
