Job Description






Position Purpose




  • The Finance Officer is responsible for ensuring effective financial management, accountability, and compliance with RHISD’s financial policies, donor requirements, and statutory regulations.

  • The role supports program implementation through accurate financial reporting, budgeting, cash management, and internal controls.



Key Duties and Responsibilities



Financial Management & Accounting




  • Maintain accurate and up-to-date financial records in accordance with RHISD financial policies and procedures.

  • Prepare and record all financial transactions, including payments, receipts, journals, and bank transfers.

  • Ensure proper documentation and filing of all financial records.

  • Maintain the general ledger and supporting schedules



Budgeting & Financial Planning




  • Support the preparation of project and organizational budgets.

  • Monitor budget utilization and expenditures against approved budgets.

  • Flag budget variances and provide explanations and corrective recommendations.

  • Assist in budget revisions and donor budget realignments where necessary.



Cash & Bank Management




  • Manage petty cash and ensure regular reconciliation.

  • Prepare payment vouchers and ensure timely payments to staff, vendors, and partners.

  • Conduct monthly bank reconciliations and resolve discrepancies promptly.

  • Ensure safe custody of cash and financial instruments.



Financial Reporting




  • Prepare monthly, quarterly, and annual financial reports for management and donors.

  • Support timely submission of donor financial reports in line with grant agreements.

  • Provide financial inputs for narrative reports and proposals.

  • Assist in preparation for internal and external audits.



Compliance & Internal Controls




  • Ensure compliance with RHISD financial policies, donor rules, and Nigerian statutory requirements.

  • Support implementation of internal control systems to prevent fraud, misuse, and financial irregularities.

  • Participate in fraud prevention, risk management, and financial reviews.

  • Ensure taxes, statutory deductions, and payroll obligations are correctly processed.



Asset Management




  • Maintain asset registers and track organizational assets.

  • Support inventory and asset verification exercises

  • Capacity Building & Coordination

  • Provide financial guidance to program staff and field teams.

  • Support partners and community-based structures on financial compliance where applicable.

  • Work closely with program, admin, and M&E teams to ensure integrated planning and reporting.

  • Supervisory/Managerial Responsibilities: Supervise finance assistant, assign responsibilities, provide guidance, and ensure adherence to financial policies and procedures while building the team’s capacity.



Requirements:




  • Education Bachelor’s degree in Accounting, Finance, Economics, Business Administration, or related field. Professional certification (ICAN, ACCA, CPA or equivalent) is an added advantage



Experience




  • Minimum of 2–3 years relevant experience in finance or accounting, preferably in an NGO or humanitarian organization. Experience working with donor-funded projects (e.g., UN, INGOs, foundations) is highly desirable. Proven experience in budgeting, financial reporting, and audits.  

  • Knowledge and skills

  • Strong knowledge of accounting principles and financial management. Proficiency in Microsoft Excel and other MS Office applications. Experience with accounting software (e.g., QuickBooks, Sage, or similar). Good understanding of donor compliance and financial regulations.
