Role Purpose




  • The Human Resources Officer is responsible for supporting the effective management of the organisation’s people by implementing HR policies, managing employee lifecycle processes, ensuring compliance with labour laws and donor requirements, and fostering a positive, values-driven work environment aligned with the organisation’s mission.



Key Responsibilities

Recruitment & Onboarding:




  • Coordinate end-to-end recruitment, including job postings, screening, interviews, and onboarding.

  • Support workforce planning for programmes and projects.



HR Operations & Administration:




  • Manage employee records, contracts, confirmations, promotions, and exits.

  • Maintain accurate personnel files and HR documentation.

  • Track leave, attendance, and HR records.



Performance Management:




  • Support performance appraisal cycles and follow-ups.

  • Track probation reviews and performance improvement actions.



Policies, Compliance & Governance:




  • Implement HR policies and ensure compliance with labour laws and donor requirements.

  • Support HR audits, donor reviews, and compliance reporting.

  • Assist in updating HR policies and the employee handbook.



Employee Relations & Welfare:




  • Serve as a first point of contact for staff HR inquiries.

  • Support grievance handling and disciplinary processes.

  • Promote employee wellbeing, inclusion, and respectful workplace practices.



Learning, Culture & Engagement:




  • Support staff training and capacity-building initiatives.

  • Assist with employee engagement surveys and culture initiatives.

  • Promote organisational values and ethical standards.



HR Data & Reporting:




  • Prepare HR reports on headcount, recruitment, leave, and training.

  • Support use of HRIS and digital HR tools.



Key Performance Indicators (KPIs)




  • Timely recruitment and onboarding.

  • Accurate and compliant HR records.

  • Completion of performance reviews.

  • Policy compliance and audit readiness.

  • Employee engagement and satisfaction indicators.



Qualifications & Experience




  • Bachelor’s Degree in Human Resources, Business Administration, Social Sciences, or related field.

  • 2–4 years relevant HR experience (NGO or development sector preferred).

  • Knowledge of labour laws and HR best practices.

  • HR certification (CIPM) is an advantage.
