General description of the position:
The Wash Technical Supervisor will be responsible for the effective implementation of the WASH project related activities though conducting and coordinating activities according to project standards, protocols, and timelines. The Wash Technical Supervisor will be responsible for overall Planning, implementation and monitoring and supervision of WASH activities in Rann, Kala Balge.
Responsibilities and tasks:
- Technical Leadership: Provide technical guidance and support for the design, implementation, and monitoring of WASH projects, ensuring adherence to best practices, quality standards, and donor requirements.
- Project Planning and Implementation: Oversee the development of detailed project plans, technical designs, and specifications for water supply systems, sanitation facilities, and hygiene promotion activities.
- Quality Assurance: Conduct regular site visits to monitor project activities, assess technical quality, and ensure compliance with engineering standards, safety protocols, and environmental regulations.
- Capacity Building: Train and mentor project staff, local partners, and community members on technical aspects of WASH interventions, including construction techniques, maintenance procedures, and sustainable practices.
- Technical Assessments: Conduct technical assessments, feasibility studies, and needs analyses to inform project design and decision-making processes.
- Problem-Solving: Identify and address technical challenges and issues encountered during project implementation, providing timely and effective solutions.
- Coordination and Collaboration: Work closely with project managers, field officers, and other stakeholders to ensure seamless coordination and integration of technical components within broader project frameworks.
- Reporting and Documentation: Prepare technical reports, progress updates, and documentation of best practices, lessons learned, and innovative approaches in WASH programming.
- Stakeholder Engagement: Liaise with a diverse array of agencies, local authorities, NGOs, and other partners to align technical interventions with national policies, standards, and community needs.
- Resource Management: Oversee the procurement, use, and maintenance of equipment, materials, and supplies necessary for the implementation of WASH projects.
- Monitoring and Evaluation: Develop and implement monitoring and evaluation plans for technical components of WASH projects, ensuring data collection, analysis, and reporting to measure progress and impact.
Database:
- Oversees the implementation of the database tools.
- Ensures correct data protection procedures and filing.
- Provides data to the database tools for the M&E of the water quality activities, with a special focus on bucket and batch chlorination of hand pumps and boreholes, and the monitoring of the residual free chlorine and other water quality parameters of potable water.
Technical Competences and Expertise:
- Technical Skills: Demonstrated expertise in designing and implementing water and sanitation systems, including boreholes, handpumps, latrines, and water treatment facilities and water quality protocol.
- Ensure proper records of all tests carried out to ensure quality compliance at construction sites.
- Prepare Drawings using AutoCAD, Specifications, and Bills of Quantities (BOQs) in coordination with the Tdh team.
- Certify all payments after verification of work performed at sites in coordination with the Emergency Project Manager.
- Project Management: Proven experience in project planning, execution, and quality assurance, with the ability to manage multiple projects and priorities simultaneously.
- Analytical Skills: Strong analytical and problem-solving abilities, with attention to detail and accuracy in technical assessments and reporting.
- Communication: Excellent communication and interpersonal skills, with the ability to effectively convey technical information to diverse audiences, including non-technical stakeholders.
- Teamwork: Ability to work collaboratively in a multicultural and multidisciplinary team environment, with a commitment to capacity building and knowledge sharing.
- Adaptability: Flexibility and willingness to base 100% in Rann, Kala Balge throughout the project to monitor and support project activities.
- Monitor and inspect the progress of construction works, by making regular follow-up visits to construction sites and make sure that construction works are performed within the agreed deadlines.
- Attend site meetings, and sector meetings at regular intervals and distribute minutes of meetings.
- Advise on works that might eventually incur extra costs, on time (variations to the contracts, time and cost, if any, shall be verified and an appropriate decision should be taken with the Tdh team)
- Propose recommendations related to improvement of methods and quality of works.
- Liaise with all relevant institutions to guarantee effective progress and conclusion of all construction on all sites including the defects liability period.
- Language: Fluency in English (as a must), Kanuri, and Shuwa (added value).
Capacity Building:
- Coordinates the capacity building support to the WASH team, relevant local authorities, and community workers and community groups, WASH Committee as required by the project, particularly with the Local Authority.
- Provide technical support to WASH, Health and Child Protection team members as needed.
Reporting:
- Provide compiled meeting minutes reports to the Emergency Response Manager.
- Ensures monthly data analysis reports are submitted.
- Upon completion of the assignment, submit the activity report.
- Contributes to donor reporting upon request.
Security:
- Compliance with the Tdh code of conduct and child safeguarding policy
- Compliance with Tdh Security Regulations.
- Reports any security/safety incident and/or risk to his supervisor.
- Informs WASH staff on security rules defined.
Others:
- Undertakes all other duties that may be determined by the Emergency Response Manager, Coordination team or the Country representative, which are compatible with the job.
- Maintains and ensures a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non-Tdh employees.
Mandatory Requirements
- Language Skills: Fluent in local languages and in English, (speaking/reading/writing).
- Education Degree: B.Sc. Civil, Water Resources Engineering and Architecture.
- Work experience: Previous relevant experience in a WASH function and preferably in an NGO
- Knowledge & skills: Good analytical and writing skills.
- Computer skills: good knowledge of Microsoft Office Pack (Excel and Word and computer sciences).
- Other: Knowledge of humanitarian actors/Good management and pedagogical skills
- Minimum 3 years experience working with WASH TECHNICAL projects in a humanitarian/recovery context.
- Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols.
- Familiarity with international minimum standards of Hygiene, Sanitation and Hygiene service delivery (i.e., SPHERE) is an advantage.
- Must have previous experience in training and Training of Trainers.
- Excellent communication skills – written and spoken – in English required.
- Fluency in one or more of the national/regional languages (Kanuri, Shuwa,plus others )
- Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts.
- Computer literacy in word processing and spreadsheets is required,
- Familiarity with AutoCAD, GPS, and Google Earth is strongly desirable.
