Role Purpose



The Health Systems Advisor is crucial in enhancing and transforming healthcare systems nationally and globally. This position involves collaborating closely with various stakeholders, including government agencies, healthcare providers, and community organizations. The advisor assesses health systems' intricate challenges and thoroughly evaluates multiple options. Through a comprehensive analysis of data and best practices, the advisor recommends evidence-based policies and innovative strategies to improve healthcare systems' efficiency, effectiveness, and resilience. By leveraging expert insights, the Health Systems Advisor contributes to developing robust healthcare frameworks that are better equipped to meet the needs of populations and adapt to evolving health challenges.



Job Responsibilities



Health Systems Strengthening




  1. Work with stakeholders to develop and implement health systems frameworks, including governance, financing, service delivery, and human resources

  2. Develop and oversee strategies to enhance healthcare systems' efficiency, effectiveness, and resilience

  3. Guide stakeholders on integrating digital health technologies to enhance the efficiency and effectiveness of health systems and improve service delivery

  4. Advise on financing mechanisms and support the design and implementation of comprehensive health systems strengthening initiatives to ensure equitable and sustainable healthcare delivery



Program Design and Implementation




  1. Collaborate with the health team to design, implement, and monitor health systems strengthening initiatives.

  2. Identify gaps and opportunities for improvement through comprehensive assessments.

  3. Lead the development of project plans and budgets and monitoring and evaluation frameworks for strengthening health systems programs.



Policy Development and Advocacy




  1. Support the development of evidence-based policies, guidelines, and frameworks to promote sustainable health systems.

  2. Provide strategic advice to government agencies, health organisations, and stakeholders on integrating internationally recognised best practices into national health policies and programs. 

  3. Advocate for implementing health practices that adhere to global standards, ensuring that policies and practices effectively strengthen health systems and contribute to sustainable, equitable healthcare delivery.

  4. Engage with policymakers and government officials to ensure that health systems strengthening priorities are integrated into national health strategies and plans.



Capacity Building and Knowledge Management




  1. Train and mentor healthcare professionals, policymakers, and other stakeholders to build capacity for strengthening health systems.

  2. Facilitate workshops, seminars, and other capacity-building initiatives.

  3. Design and implement monitoring and evaluation frameworks to assess the impact of health systems interventions.

  4. Create and share reports, case studies, and lessons learned to inform future initiatives.



Global Health Networks and Partnerships




  1. Stay up-to-date with global health trends, policies, and emerging challenges to ensure health system strategies are evidence-driven and adaptable.

  2. Build partnerships with international health organisations, donors, and stakeholders to facilitate knowledge exchange and resource sharing.

  3. Represent Nextier at international health forums, working groups, and collaborative initiatives.



Role Requirements 




  1. A Bachelor’s degree in Public Health, Health Policy, Health Economics, Health Systems Management, or a related field.

  2. At least seven years of experience in health systems strengthening or related areas, preferably in low-resource or fragile health system contexts.

  3. Strong understanding of health systems frameworks and approaches, such as the World Health Organization (WHO) guidelines and other relevant international standards.

  4. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), with advanced skills in Excel for data analysis, budgeting, and reporting.

  5. Experience in designing and implementing impactful health systems interventions.

  6. Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders across sectors and levels.

  7. Ability to work independently and as part of a team in a dynamic, fast-paced environment.

  8. Commitment to international development and a values-driven work environment.
