Job Description
ACDI/VOCA is seeking a DCOP, Operations for an upcoming Resilience Food Security Activity (RFSA) in Niger funded by USAID. The anticipated program will use a multi-sectoral approach to strengthen the capacities of populations to combat malnutrition, reduce morbidity and mortality, promote economic growth, minimize disaster risks, improve food security, and adapt to climate change.
The DCOP Operations will oversee activities across strategic objectives, ensuring integration across interventions and a smooth, efficient, and compliant operational environment. The program is anticipated to start October 2025, and this position will be based in Niamey, Niger.
- Deliver efficient, effective oversight of department activities
- Build capacity of supervisory staff in USG regulations and policies
- Support teams in identifying and promoting clear communications on issues of budget management, compliance, and programmatic activities
- Ensure contractual compliance with ACDI/VOCA and donor regulations; coordinate with the home office awards and compliance team
- Oversee the development of program budgets in coordination with the Director of Finance and Administration; work with technical staff to develop detailed implementation plans
- Lead development of internal control systems and monitor internal and external auditors
- Ensure compliance with procurement policies and oversee the procurement functions for international and local procurements
- Produce high quality internal and external programmatic reports; work with other departments in the finalization of reports prior to the Chief of Party’s review
- Support the Chief of Party in responding to stakeholder requests for information; liaise with partners and stakeholders
- Bachelor’s degree in finance, business administration, market systems development, or relevant field is required; a master’s degree is desired.
- Minimum 8 years of experience managing large, multi-year USAID funded projects with multiple implementing partners and relevant food security/livelihoods experience.
- Knowledge of and experience with USAID rules and regulations is required.
- Demonstrated ability to work collaboratively with activity stakeholders donors, partners, local government institutions, local communities, and vulnerable groups.
- Excellent writing and communication skills.
- Experience working in Niger required.
- Fluency in English is preferred.
