Purpose of the Assignment




  • The Technical Assistants (TA) will support Micro-plan and personnel database development in the 9 PF-supported states owing to the absence of LGA Field Assistants within this period. 

  • A total of Two Hundred and Forty-One (241) TAs (two per LGA are anticipated to undertake this task in the 9 PF-supported states.



Scope




  • The role of the LGA TAs is to ensure the effective execution of the LGA level microplan development, proper personnel selection process, that aligns with the SMC guidelines, culminating in the identification and selection of the most suitable personnel for the implementation of the 2025 SMC round in the state.

  • They are expected to collaborate with LGA teams, Ward Focal Persons, traditional leaders, and Officers in Charge (OiCs) of all SMC implementing facilities. 

  • These aforementioned stakeholders are required to adhere to SMC administration protocols and personnel selection criteria. The TAs will engage with the LGA management teams where applicable, keeping them informed about programme progress and ensuring high-quality microplanning in the 9 PF supported states.



Specific Tasks

Programme Implementation, Micro plan Development, SMC Personnel Selection:




  • Support the 2025 SMC micro-plan development

  • Support the 2025 SMC personnel selection across the LGAs in the 9 PF-Supported states.

  • Verification and uploads of 2025 personnel details using the appropriate tool.

  • Collaborate with the LGA teams, WFP, traditional leaders, and OICs to ensure accountability and quality in the personnel selected for the 2025 SMC database.

  • Ensure personnel selected as CDDs have android phones that meet specifications

  • Finalize the list of identified personnel through screening, distribution, and collection of personnel data forms for compilation in the development of the 2025 personnel database.

  • Maintain a positive relationship and work collaboratively with state and LGA teams and other partners to ensure LGA ownership of the personnel selection process.



Reporting & Data Quality Control:




  • Review all lists submitted by the LGA teams and Ward Focal Persons, verify them before sharing personnel nomination forms, provide feedback on areas needing correction, and submit the final hard copy report to the Programme Officer after LGA-level approval.

  • Ensure all account numbers are accurate and verified during the screening process.

  • Assist the Senior Monitoring and Evaluation Officers with data quality queries, rectifying identified personnel account details and other information promptly.

  • Ensure the submission of a comprehensive LGA databases to the Senior Monitoring and Evaluation Officers and State Project Managers within the stipulated deadline.



Deliverables:




  • Population and entry of community and health facility-related information on the micro plan template.

  • Distribution and retrieval of personnel nomination forms to all LGAs of the 9 PF-supported States.

  • Verification and uploads of SMC personnel level information on Kobo Collect or any other tool developed for this purpose.

  • Follow-up with personnel nomination form correction and feedback on personnel information.

  • Develop a comprehensive database within period of assignment.



Reporting:




  • Narrative Report to be submitted to the respective State SM&E Officers and signed off by the SPMs.



Qualifications and Experience




  • Science, Social Science, or Public Health-related qualification with at least two years’ field experience in related field.

  • Fluency in English, Berom, Afizere, Mwaghavul, Ngas, Ron, Tarok, Goemai, Yoruba/ Hausa/Fulani and/or other local languages is required.

  • Experience working in drug/commodity supply management, M&E and logistics.

  • Ability to communicate effectively with a variety of audiences including LGA staff, HFW and community leaders.

  • Must be familiar with the use of Kobo Collect, Survey CTO, and Microsoft Office suite.

  • Experience in conducting quality supportive supervision and data use.

  • Previous working experience with Malaria Consortium and in SMC are added advantages.
