Job Description






Job Purpose




  • To ensure compliance with all health, safety, and environmental regulations and best practices in a high-risk industrial setting involving welding, pressure testing, painting, and LPG cylinder handling.

  • The HSE Officer will be responsible for preventing accidents, promoting a culture of safety, and ensuring that the factory meets statutory and company-specific safety standards.



Key Responsibilities

Health & Safety Management:




  • Develop, implement, and monitor health and safety policies and procedures.

  • Conduct routine inspections of machinery (press machines, welding lines, hydro testing, etc.) and the work environment to identify hazards and recommend corrective actions.

  • Supervise the use of PPE and ensure compliance among workers, contractors, and visitors.

  • Oversee permit-to-work systems, lock-out/tag-out (LOTO) procedures, and confined space entry protocols.

  • Respond to and investigate incidents, near misses, and accidents; prepare reports with root cause analysis and corrective action plans.



Training & Awareness:




  • Deliver HSE induction training to new employees, contractors, and visitors.

  • Organize regular safety drills (fire, gas leak, etc.), toolbox talks, and safety briefings.

  • Promote employee participation in HSE programs and safety committees.



Environmental Compliance:




  • Monitor factory emissions (LPG combustion, painting fumes), waste segregation, and ensure compliance with local environmental regulations.

  • Supervise hazardous waste management and proper disposal in accordance with LAWMA or other environmental bodies.

  • Coordinate with waste buyers (e.g., scrap sales to steel recycling plants) to ensure environmentally sound practices.



Documentation & Reporting:




  • Maintain up-to-date HSE records including incident logs, inspection reports, safety meeting minutes, and training records.

  • Ensure statutory documentation such as fire certificates, pressure vessel inspection reports, and equipment calibrations are current.

  • Liaise with regulatory bodies (e.g., Department of Petroleum Resources, Federal Fire Service) during inspections or audits.



Compliance & Certification:




  • Ensure the factory meets ISO 45001 (Occupational Health & Safety), ISO 14001 (Environmental Management), SON (Standards Organisation of Nigeria) guidelines, and local fire and safety codes.

  • Support implementation and renewal of HSE certifications.



Requirements

Education:




  • OND / HND / Bachelor's Degree in Engineering, Environmental Science, or a related field.

  • NEBOSH IGC, HSE Level 1 - 3 Certification (preferred).

  • ISO 45001/14001 internal auditor training (advantageous).



Experience:




  • Minimum 3 years in a manufacturing or industrial HSE role; cylinder or pressure vessel manufacturing experience is an added advantage.



Skills:




  • Strong understanding of industrial HSE risks, especially welding, pressurized vessels, and LPG handling.

  • Good communication and training delivery skills.

  • Familiarity with Nigerian HSE legislation and international best practices.
