 POSITION SUMMARY


ICAP at Columbia University is seeking an experienced and qualified expert to fill the role of Senior Technical Advisor – Case Management for ICAP’s CDC-funded project, Global Fund Covid-19 RM.


The Senior Technical Advisor, working under the supervision of the ICAP Special Projects Lead and other key stakeholders such as NASCP, NTBLCP, NACA, and FMoH, will provide guidance to the government of Nigeria regarding activities to mitigate the knock-on effects of COVID 19 on HIV and TB programs according to approved C19RM plans and guidelines s required, the STA will also provide technical assistance to other country activities and works with technical staff on opportunities, new and existing tools, and country implementation programs related to strengthening Covid-19 management systems


MAJOR ACCOUNTABILITIES



  • Oversee the collaboration with relevant stakeholders for the incorporation of Covid 19 Case Management into the current package of care for HIV/TB recipients of care including the current DSD models for TB/HIV.

  • Develop a training curriculum in collaboration with relevant stakeholders for surveillance of knock-on effects of Covid-19 ON TB and HIV.

  • Coordinate the routinization of bidirectional testing for Covid-19 and TB/HIV across SNUs and Facilities

  • Support FMoH, to collaborate with NCDC, NASCP, and NTBLCP to track specific AEFIs from TB and HIV RoC and periodically hold joint reviews

  • Provide technical support to FMoH & relevant agencies to analyze trends in overall health facility attendance rate and uptake of specific HIV and/or TB services to ensure they are well prepared, to adapt & respond better to subsequent COVID-19 wave or other health threats

  • Provide Technical Assistance to the Government of Nigeria on the development of Data Analytics Tools for monitoring treatment outcomes and response patterns from HIV/TB Recipients of Care who are/were co-infected with covid-19.

  • Provide Technical Assistance to the Government of Nigeria on the design of epidemiological studies/survey on the pattern across SNUs and sub-populations of PLHIVs and TB Clients

  • Support the GON through relevant agencies to track and observe the trend of AEFIs in HIV/TB RoCs co-infected with clients.

  • Perform other related tasks that may be assigned


EDUCATION


Advanced degree in public health, with a specialization in epidemiology


MBBS degree from an accredited university


EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS



  • Proven experience with analytical and epidemiological skills and preferably some experience in geospatial analyses and cost analyses and strategies for capacity-building at national and sub-national levels

  • Minimum of 5 years of experience working on international public health projects either in the headquarters of an international organization or in resource-limited settings in the field

  • Minimum of 5 years of experience in conducting surveillance and survey projects

  • Ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; to conduct effective presentations

  • Strong knowledge of statistical and database software, including SAS and MS Access, preferred

  • Fluent English oral and written communication skills

  • Previous experience in Sub-Saharan Africa


TRAVEL REQUIREMENTS


Travel within Nigeria conducting capacity building, stakeholder relationship management, and Project activities.
