JOB SUMMARY
- The Program Development and M&E Specialist will play a critical role in the design, planning, resource mobilization, and impact assessment of programs.
- This multifaceted role bridges strategic program development with effective grants acquisition and robust monitoring and evaluation.
- The ideal candidate will play a central role in identifying funding opportunities, developing high-quality proposals, ensuring that program designs align with evidence-based practices, and measuring outcomes for learning and accountability.
- This role requires excellent writing, analytical, and coordination skills.
KEY RESPONSIBILITIES
Program Design & Development
- Support the design of new programs and projects based on needs assessments, research, and stakeholder consultations.
- Develop logical frameworks, theories of change, and results chains to support evidence-based programming.
- Collaborate with internal teams and partners to ensure strategic alignment of program objectives with organizational goals.
- Integrate cross-cutting themes (e.g., gender, inclusion, sustainability) into program design.
Grants and Proposals
- Identify grant opportunities from local and international donors, foundations, and agencies.
- Develop, write, and submit high-quality proposals, concept notes, and grant applications aligned with organizational priorities.
- Coordinate with internal teams to gather relevant data and content for proposals and donor reports.
- Manage grant calendars, deadlines, and ensure timely submission of all required documents.
- Maintain relationships with funders, partners, and stakeholders to foster new opportunities.
Monitoring and Evaluation (M&E)
- Design and implement M&E plans, frameworks, and tools for projects and programs.
- Develop logical frameworks, theory of change models, indicators, and data collection methods.
- Conduct baseline, midline, and endline evaluations, including qualitative and quantitative data analysis.
- Produce periodic M&E reports, including progress against KPIs, outcomes, and lessons learned.
- Train and support program staff on M&E processes and best practices.
Reporting and Compliance
- Ensure compliance with donor requirements, organizational policies, and reporting standards.
- Monitor grant utilization and project expenditures in collaboration with finance and program teams.
- Lead internal assessments and donor audits, including documentation and presentation of results.
REQUIRED QUALIFICATIONS & SKILLS
Education & Experience
- Bachelor’s degree in Development Studies, Social Sciences, Public Policy, Project Management, or a related field. A Master’s degree is an advantage.
- Minimum of 3–5 years of experience in grant writing, fundraising, and/or M&E roles, preferably in the nonprofit or development sector.
- Proven track record of successful grant applications and program evaluations.
Technical Skills
- Strong skills in proposal development, logical frameworks, budgeting, and donor reporting.
- Experience with M&E software (e.g., KoboToolbox, Tableau, SPSS, or Excel).
- Solid understanding of results-based management, indicators, and evaluation methodologies.
