Responsibilities




  • Partner with business leaders and project managers to identify learning needs aligned with organisational and project priorities.

  • Design and deliver technical, behavioural, and leadership development programs that build workforce capability.

  • Develop and implement competency frameworks, certification pathways, and career progression models for engineering and project roles.

  • Conduct training needs analysis and manage the annual training calendar, interventions, and development roadmaps.

  • Manage relationships with training vendors, technical institutes, and professional bodies to ensure program quality and relevance.

  • Monitor and evaluate training effectiveness using ROI, competency assessments, and performance improvement metrics.

  • Support talent management and succession planning by facilitating structured development programs for critical roles.

  • Ensure compliance with client, contractual, and industry training requirements, maintaining accurate and audit-ready records.

  • Leverage digital learning platforms and innovative delivery methods to increase participation and knowledge sharing.

  • Deliver all L&D initiatives within approved budgets, achieving cost efficiency through vendor management and resource optimisation.



Requirements




  • Bachelor’s Degree in Human Resources, Education, Business Administration, or related field.

  • Certification with a relevant professional body (e.g., CIPM, CIPD, SHRM, ATD) is an added advantage.

  • 5 – 7 years’ Learning and Development experience in an EPC environment, with a proven track record of impactful learning interventions.

  • Strong understanding of competency frameworks, technical training, and certifications.

  • Proficiency in MS Office, LMS, e-learning tools, and digital learning technologies.

  • Strong analytical, reporting, and project management skills.

  • Stakeholder management & influencing skills.

  • Ability to manage budgets and vendors effectively.

  • Excellent facilitation, coaching, and presentation skills.

  • Strategic thinker, results-driven, and business-oriented.

  • Strong communication & interpersonal skills.

  • Problem-solving & innovation mindset.

  • Ability to thrive in a fast-paced, project-driven environment.
