Job Purpose
- The Bids & Tender Lead provides strategic and operational leadership for Tamrose’s tendering and proposal management process.
- The role ensures that all tenders are developed with precision, competitiveness, and full compliance with client and regulatory requirements.
- It manages bid teams, standardizes templates, oversees cost estimation, and drives continuous improvement in Tamrose’s tender success rate across marine logistics, engineering, and oil & gas service segments.
Key Responsibilities
Strategic Bid Management:
- Lead the end-to-end management of all tender and prequalification submissions.
- Develop a robust tendering calendar and allocate resources to meet deadlines.
- Review ITTs, RFQs, and RFPs to determine commercial and technical feasibility.
- Provide strategic input on bid/no-bid decisions and competitive positioning.
- Ensure tender documents are complete, accurate, and aligned with business strategy.
- Oversee pricing strategy in collaboration with Finance and Operations to ensure competitiveness and profitability.
Documentation & Compliance Oversight:
- Maintain high-quality standards for all bid submissions, ensuring full compliance with client specifications and statutory requirements.
- Oversee updates and renewals of all company certifications, prequalification documents, and vendor registrations (NIPEX, DPR, NCDMB, etc.).
- Implement document control processes for version management, approval workflows, and data security.
- Ensure that all tender submissions are reviewed and approved by appropriate stakeholders before dispatch.
Stakeholder & Client Engagement:
- Liaise with clients, consultants, and regulatory agencies for bid clarifications and tender follow-up.
- Support post-bid presentations, negotiations, and contract finalization processes.
- Maintain a professional network within industry circles to gain market intelligence on upcoming bids.
- Build and maintain positive relationships with client procurement and technical representatives.
Team Leadership & Development:
- Supervise and mentor Bids & Tender Officers and Documentation Assistants.
- Establish standard operating procedures (SOPs) and checklists for tender preparation.
- Conduct training sessions on proposal writing, compliance, and cost estimation.
- Promote teamwork, accountability, and continuous learning within the bid team.
Business Intelligence & Reporting:
- Track and analyze bid performance, win/loss ratios, and lessons learned.
- Develop and maintain a central database of submitted bids, outcomes, and pricing benchmarks.
- Prepare monthly management reports on bid activity and success metrics.
- Provide recommendations to improve competitive performance and operational efficiency.
Continuous Improvement:
- Identify process gaps and implement automation or digital tools for tender management.
- Regularly update templates, standard narratives, and company profiles for consistency and brand alignment.
- Collaborate with the marketing and technical teams to enhance the visual and content quality of submissions.
Qualifications, Experience & Skills
Education:
- Bachelor’s Degree in Business Administration, Engineering, Marine, or a related field. Master’s Degree or MBA preferred.
Experience:
- 8 - 12 years experience in tender management, commercial operations, or proposal development in the oil & gas or marine industry, with at least 5 years in a supervisory or lead role.
Certifications:
- Project Management or Contract Management certification is an advantage.
Technical Skills:
- Excellent proposal writing, cost estimation, and bid coordination skills.
- Strong understanding of commercial, legal, and compliance frameworks.
- Proficiency in MS Office, Power BI, and document management software.
- Ability to interpret technical specifications and translate into proposal content.
