Position Overview
- The Recruitment Manager is responsible for overseeing the full-cycle recruitment process for all manpower supply and administrative staffing needs across multiple infrastructure sectors, including construction, energy, transportation, water, and facilities management.
- The role ensures the timely sourcing, selection, mobilization, and retention of qualified talent aligned with project requirements and company standards.
Key Responsibilities
Recruitment Strategy & Planning:
- Develop and implement effective recruitment strategies to meet manpower requirements for ongoing and upcoming infrastructure projects.
- Forecast short-term and long-term manpower needs in coordination with project managers and department heads.
- Maintain a robust talent pipeline for skilled, semi-skilled, and administrative roles across multiple sectors.
Talent Sourcing & Acquisition:
- Identify and engage suitable candidates through job portals, recruitment agencies, social media, databases, and direct sourcing.
- Manage relationships with local and international manpower agencies, ensuring compliance with labor and immigration regulations.
- Oversee bulk recruitment campaigns and overseas hiring drives when required.
Selection & Onboarding:
- Screen, interview, and assess candidates to ensure suitability for various technical and administrative roles.
- Coordinate trade tests, skill assessments, and background checks as needed.
- Supervise offer management, contract preparation, visa processing, and onboarding documentation.
- Ensure smooth mobilization of new hires to project sites.
Administration & Compliance:
- Ensure all recruitment and employment activities comply with local labor laws and company policies.
- Maintain updated recruitment dashboards, reports, and candidate databases.
- Collaborate with HR and site administration teams for employee deployment and documentation.
Stakeholder Coordination:
- Work closely with project directors, line managers, and HR business partners to understand manpower needs.
- Liaise with government agencies, embassies, and labor offices where applicable.
- Support the development of standard operating procedures for manpower supply and administrative management.
Continuous Improvement:
- Analyze recruitment metrics and KPIs to improve efficiency and quality of hires.
- Introduce digital tools or systems to streamline recruitment and workforce management.
- Stay updated on market trends, compensation benchmarks, and competitor activities.
Performance Indicators
- Time-to-hire and cost-per-hire metrics.
- Quality and retention rate of hires.
- Project manpower fulfilment rate.
- Compliance with labor and company standards.
- Stakeholder satisfaction and recruitment process efficiency.
Qualifications & Experience
- Bachelor’s Degree in Human Resources, Business Administration, or related field (Master’s preferred).
- 7–10 years of recruitment experience, with at least 3 years in a managerial role.
- Proven experience in manpower supply, infrastructure, construction, or engineering sectors.
- Strong knowledge of local and international labor laws, visa procedures, and mobilization processes.
- Experience managing large-scale recruitment campaigns and cross-border hiring.
