Job Summary




  • The Quantity Surveyor will provide comprehensive cost planning, contract administration, procurement oversight, and project financial analysis across multiple construction and design-and-build projects. The role will ensure value-for-money, financial transparency, accurate cost forecasting, and contract compliance throughout the project lifecycle.

  • Working closely with project leads, procurement teams, and contractors, the specialist will monitor work valuations, verify contractor claims, enforce cost control frameworks, and support decision-making through detailed reporting and analysis. The role is pivotal to enhancing project governance, preventing cost overruns, and strengthening commercial accountability across construction sites.



Job Responsibilities



Cost Estimation, Budgeting & Forecasting




  • Prepare detailed cost estimates, cost plans, and project budget forecasts.

  • Align cost models with project scope, design specifications, and contractual frameworks.

  • Review and update cost projections based on evolving project realities.



Procurement Evaluation & Process Management




  • Review procurement requests, vendor quotations, and tender submissions.

  • Support the tendering process including bid evaluation, negotiation, and contractor selection.

  • Ensure procurement integrity and compliance with organisational standards.



Valuation of Work & Contractor Payment Certification




  • Conduct site measurements and prepare valuations for completed works.

  • Certify interim payment applications based on verified progress and BOQs.

  • Validate contractor claims for accuracy and contractual compliance.



Contract Administration & Documentation




  • Prepare, review, and manage contractual documents, BOQs, variations, and change orders.

  • Track contract deliverables and support resolution of contract-related discrepancies.

  • Maintain secure and accurate commercial project documentation.



Project Monitoring, Reporting & Schedule Alignment




  • Track project cost performance, cash flow, and financial risks.

  • Prepare weekly and monthly cost progress reports for management.

  • Ensure alignment between financial performance and project delivery timelines.



Risk Analysis & Cost Control




  • Identify cost risks and provide mitigation strategies.

  • Recommend cost-saving measures and ensure financial discipline on site.

  • Strengthen controls to prevent fraud, waste, and financial leakages.



Team Collaboration & Stakeholder Management




  • Work closely with engineers, site managers, procurement leads, and contractors.

  • Present findings, cost risks, and recommendations to senior management.

  • Maintain strong professional relationships with external and internal stakeholders.



Site Inspections & Quality Verification




  • Conduct periodic site visits to verify material utilisation and quality standards.

  • Confirm the accuracy of technical and financial claims before approvals.



Technical Tools & Digital Competence




  • Use MS Excel (advanced), MS Project/Primavera (basic scheduling), AutoCAD, CostX, or equivalent tools.

  • Maintain digital documentation, measurement records, and analytical reports.



Educational Requirements




  • Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.

  • Certifications such as NIQS, RICS, PMP, or PMI-CAPM are an added advantage.



Knowledge, Skills & Experience




  • Minimum of five years’ professional experience in quantity surveying and project cost management.

  • Experience in cost estimation, procurement support, contract administration, and valuation.

  • Strong understanding of BOQs, tendering processes, and construction contract models.

  • Proficiency in CAD, measurement tools, and project scheduling software.

  • Strong analytical, communication, negotiation, and stakeholder engagement skills.

  • Ability to manage multiple concurrent project deliverables.

  • Experience working within a design-and-build construction environment.

  • Familiarity with value engineering and project risk management.
