Job Description
Purpose
- Under the supervision of the Deputy Head of Sub-delegation and WatHab Operations Manager 2, the WatHab Operations Manager 1 (Outreach Team Leader) plans, designs, and implements engineering projects within the scope of the ICRC's water and habitat assistance objectives, with supervision and limited coaching. S/he carries out needs assessments and surveys and plans new projects. S/he is responsible for the implementation of all or part of the WatHab program within their area of geographic responsibility, acts as a key interface with external stakeholders, and reports to management on stakeholder relations and the general situation.
Accountabilities & Functional Responsibilities
- Designs programmes and projects, elaborates Plans of Actions; follow up the programmes’ budget implementation using appropriate tools and processes.
- Carries out and analysis needs assessments and survey; makes use of the data when planning projects and setting objectives.
- Contributes to the development and inputs to the WatHab operational strategy in line with the Sub-Delegation priorities, the PfR, and the broader ICRC operational objectives.
- Identifies/proposes projects/actions in accordance with operational priorities set in the PfR, including support to IHL initiatives where WatHab plays or could play a role.
- Supervise and contributes to the drawing up of project documents (drawings, bills of quantities, tenders, contracts, etc.) for engineering projects using approved formats; review and approve technical and contractual documents (including design work of staff under their responsibility).
- Contributes to the monitoring of project performance by analysing evaluation data and comparing results with established indicators.
- Prepares implementation/progress reports at intervals set by the WatHab Operations Manager 2 and/or consolidates reports by staff under his/her responsibility.
- Monitors stakeholder- and security-related issues and takes action, where necessary, on issues raised by stakeholders or staff under their responsibility.
- Ensures relevant and timely internal reporting linked to WatHab activities (field trip reports, project proposals, project progress and completion reports, Minutes of Meetings, assessment reports);
- Supervises project files in electronic databases such as Team Space, the “Project and Activity Management” (PAM) tool and keeps them up to date.
Desired Profile And Skills
- High computer literacy (soft & hard skills)
- Advanced knowledge of water and sanitation or construction engineering.
- Professional experience in Borno State would be an advantage.
- Experience managing technical support staff is an asset (within or out of the ICRC).
