Job Summary




  • The General Manager, Shared Services is the senior executive responsible for providing strategic leadership and integrated support across Human Resources, Procurement, Administration and Security.

  • The role ensures that the company has the people, materials, services, facilities, and security infrastructure required to operate its downstream petroleum business safely, efficiently and competitively.

  • The GM, Shared Services leads and holds accountable the Head HR, Head Procurement, Administration Manager, and Chief Security Officer (CSO), ensuring that these Services operates as a performance-enabling platform for all business units.



Key Responsibilities

Human Resources Leadership: 




  • HR Strategy & Leadership: Develop and execute HR strategy aligned to the company’s business objectives, growth plans, operational requirements and core values. 

  • Talent Management: Oversee end-to-end recruitment, onboarding, succession planning, performance management, and employee engagement for staff, contractors, and expatriates. 

  • Employee Relations & Compliance: Ensure 100% compliance with Nigeria Labour Act, NHIA, NSITF, Pension Reform Act, ITF, and other statutory requirements. Lead grievance handling, disciplinary processes, and staff welfare initiatives. 

  • Learning & Development: Identify capability gaps and drive training, leadership development, and behavioral competency programs.

  • Compensation & Benefits: Manage salary structure, benefits administration, payroll governance, and annual compensation review in liaison with Finance.

  • Culture & Organisation Development: Champion client’s values, diversity, equity, and high-performance culture across all sites.



Procurement Leadership:




  • Strategic Sourcing: Develop and implement procurement strategy and annual procurement plan to ensure timely, cost-effective acquisition of goods, services, and works across HR, Admin, Marine, and Operations. 

  • Contract & Vendor Management: Oversee tendering, negotiation, contract administration, and vendor performance management. Ensure value-for-money and service delivery. 

  • Policy & Governance: Enforce Procurement Policy, approval limits, and ethical standards. Drive cost savings, process automation, and audit readiness,

  • Inventory & Asset Management: Oversee procurement of PPE, office supplies, marine spares, and maintain asset register in conjunction with Finance.



Administration And Facilities Management:




  • Ensure corporate facilities and workplace services are fit for purpose and cost-effective.

  • Oversee travel, accommodation, fleet/support services, utilities, records and general administration.

  • Establish internal service standards and monitor administrative expenditure.

  • Ensure timely renewal and performance management of support-service contracts.



Security Leadership:




  • Develop and implement the Company's security strategy and risk framework.

  • Protect people, petroleum products, facilities, information and other assets.

  • Oversee access control, CCTV/surveillance, intelligence, incident response and security contractors.

  • Coordinate security arrangements for marine, terminal, logistics and retail operations.

  • Conduct security risk assessments, audits and emergency-response exercises. 



People and Stakeholder Leadership:




  • Act as a strategic business partner to Executive Management and operating functions.

  • Resolve cross-functional support issues and remove avoidable operational constraints.

  • Develop succession and leadership capability across the Managers.



Qualifications




  • Bachelor's degree in Business Administration, Human Resources, Engineering, Finance, Supply Chain, Information Technology, Security Management or related discipline.

  • MBA/MSc and professional certifications in HR/Procurement [CIPM, CIPD, CIPS, MCIPS] is an advantage

  • Minimum 15 years' relevant professional experience, with at least 7 years in senior management/leadership.

  • Demonstrable experience managing multiple corporate support functions through senior functional leaders.

  • Experience in Oil & Gas, Marine, Logistics, a large, asset-intensive, industrial organisation a large, asset-intensive or industrial organisation preferred.

  • Downstream petroleum/energy/infrastructure experience is an added advantage.

  • Demonstrated experience in cost optimisation, organisational development and service transformation.
