Returns and relocations:
- Developing ToR for a comprehensive report on IDPs relocations/returns, in cooperation with the Protection Collective and based on information collected by NIF and other key actors, with a focus on protection, longer term impact, and the role of 1. Humanitarian actors 2. International Community.
- Support identifying suitable candidate (Consultant) to develop the report.
Government Engagement:
- Review NIF Government Engagement Strategy, including coordinating review and incorporation of input from INGOs
- Supervise government engagement event in early November (documentary premiere and government panel discussion with INGOs). Review Concept Note, support Government Liaison in government engagement if needed, supervise the activity in coordination with NIF Comms and Media Coordinator to ensure the focus remains in establishing constructive dialogue with government officials by showing INGOs work and challenges and by creating a space for constructive exchange.
Coordination and Analysis:
- Elections working group support: Support the work of the Elections Working Group co-chaired by NIF and INSO, in particular by supervising contextual analysis, reviewing products developed in 2019, and supporting with identifying possible actors who can contribute to INGOs joint work.
- Support to NIF member Elections preparedness including pre-election, E-day and post-election activities and planning.
- Support NIF in the organization and roll out of its Annual General Assembly, in particular by supporting identification of a facilitator, supporting the development of relevant content ahead to the event, analysing results of survey on members expectations, and developing ToRs for a Strategist Consultant who will be in charge of developing NIF three-year strategy.
Required Qualification
Context / Specific skills, knowledge and experience:
- At least five years of progressive experience of leading advocacy and policy engagement portfolios at NGO or UN level in conflict or post conflict contexts.
- Able to proactively lead on formulation of policy analysis, strategy, messages and identification of key targets for impact and influence.
- Proven experience in identifying and mobilizing national, regional, or international opportunities.
- Exceptional networking skills and strong experience working with and/or influencing donors, UN, government, and other critical stakeholders.
- Proven experience in drafting position papers.
- Strong understanding of the interlink between advocacy and communication messaging.
- Commitment and solid understanding of humanitarian principles.
- Ability to work under pressure and juggle multiple priorities at once.
- Knowledge of Nigeria highly desirable (or complex emergency context)
- Experience of working in a recovery setting and demonstrated understanding of humanitarian, development, and peace linkages (highly desirable)
- Working in policy and advocacy around development-related issues desirable.
- Working on advocacy for humanitarian access/ principled humanitarian response desirable

- Solid understanding of international legal and policy processes relating to displacement.
- Masters’ qualifications in International Relations, Politics, International Law (IHL/IHRL), Development Studies.
- Experience from working in complex and volatile contexts.
- Professional knowledge of international relations, advocacy and law.
- Strong interpersonal and communication skills.
- Documented results related to the position’s responsibilities, particularly in analysis, drafting of messages, coordination and networking.
