Job Description



Service Purpose



  • This Service is created as an additional resource to better deliver on the responsibilities and tasks of the Offshore Safety Advisor towards the HSEQ objectives of the D&W entities base and on-site activities; and to ensure continuity when the OSL is unavoidably absent.


Service Dimensions:

  • Ensure the suitability to operational requirements of personnel, equipment and services.


Activities



  • Participate in Rig / Service Contractor HSEQ-MS Audits at prescribed locations (Port Harcourt, Onne, rigs, etc) and other visits to contractor’s premises.

  • Ensure timely entry of all incidents and associated actions, DGS and other HSE events into the company SYNERGI database.

  • Participate in JRA of non-routine tasks and ensure approved JSA is provided to site HSE personnel for implementation.

  • Participate in Contractors’ SQM Meetings and follow up on timely close out of HSEQ issues identified.

  • Follow-up HSEQ actions closure arising from D&W activities including rig / rigless operation anomaly cards, action trackers.

  • Participate in D&W HSE committee meetings, operation site visits and quarterly Site HSE Committee Meetings; and utilize the forum to update, discuss, and give feedback on incidents.

  • Ensure the minutes of meetings are generated and distributed as appropriate.

  • Ensure HSEQ Objectives & Plan are benchmarked monthly and that KPI’s are in place and communicated.

  • Participate in hazard identification and enhance ways & means of identifying hazards and controlling risks in Downgraded Situations and/or SIMOPS.

  • Promote among D&W personnel and contractors: safety at work, Service Risk Assessments, PTW implementation, Emergency Drills, anomaly reporting, STOP Work Authority; Golden Rules, MAESTRO Principles, Zero Fatality Program, etc; and provide support for safe execution of D&W operations.

  • Ensure HSE induction is conducted for new personnel joining D&W and contractor personnel before site mobilization.

  • Ensure the Rig Dossier is kept up to date.

  • Drive awareness among COMPANY rig supervisory staff on the MEDEVAC / MEDERESCUE Plan, BOCP, Blow Out Contingency Plan; OSCP.

  • Follow up with HSEQ Training Matrix for D&W personnel including RSES/RSES-D and drive the update on HSEPass.

  • Participate in Site pre-SIMPOS meetings and follow up on open action items for close out.

  • Assist to prepare HSEQ Bridging documents and SIMOPS Dossier and obtain necessary approvals prior to site mobilization.

  • Prepare HSE slide presentations as required by the Drilling team.

  • Assist with BOCP drills preparation and organization; manage the recording of the minutes OF the BOCP drills.

  • Participate in blow out emergency drills.

  • Ensure that HSE training are implemented and that the Rig safety induction is done properly.

  • Follow up on the training matrix of the Rig Contractor and service contractor personnel; and ensure compliance with competency and certification requirements.

  • Ensure incident and anomalies are reported and analysed; ensuring that HSE statistics (TRIR, LTIF, etc) are documented for all D&W operations.

  • Ensure that all Stop / Anomaly reporting are analyzed for trends and subsequent actions identified.

  • Participate in Cause Tree Analysis (CTA) as per company rules (LTI; AS ≥ 3; PS ≥ 4) and incident Investigation as required.

  • Issue the HSE weekly, monthly and yearly HSE performance reports on the Drilling & Wells Entity HSEQ Activities.

  • Follow up on the validity of the CMS documents of D&W.


Context and Environment



  • Deepwater environment with high-cost exposure (up to 1.0 MUSD day rate.

  • Advise and assist the entire D&W on matters of safe program execution.

  • Take an active role in the process improvement initiatives.

  • Contribute to diffusing HSE philosophy and training operative personnel.

  • Maintain a professional projection of image, action and professional expertise at all times.

  • Interface with FOPS, ECP, Techlog,HSE division, and Base office HSE Admin.

  • Familiarize self with Company emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.

  • Promote among D&W personnel and contractors: safety at work, Service Risk Assessments, PTW implementation, anomaly reporting, Emergency Drills, STOP Work Authority; Golden Rules, MAESTRO Principles, Zero Fatality Program, etc.

  • Provide support for safe execution of D&W operations.


Qualifications



  • Initial formal Education: Technical Engineering or HSE Degree / Diploma.

  • Operations Experience (number of years): 5 - 7 years minimum.

  • Other (prior operational experience desirable): Drilling operations experience + Minimum of HSE auditor’s certification / NEBOSH certification; Offshore OPITO HUET / BOSIET Certification up to date.

  • Annual Medical Certificate (AMC).
