Job Description
The incumbent of this position will be a personnel of UNOPS under its full responsibility.
Functional Responsibilities
- Under the supervision of the Project Manager, the Programme Management - Senior Analyst will perform the following responsibilities:
- Supporting TAM and Countering Terrorist (CT) Travel Programme implementation in Nigeria
- Supports on-site implementation of programmatic activities that enhance interagency coordination on threats to civil aviation, including the development of a national passenger data collection and analysis system, as established between the Government of Nigeria and UNOCT.
- Coordinates the work of the Nigeria TAM and CT Travel Programmes’ Integrated Project Teams. This includes, on a continuous basis: liaising with all relevant parties; ensuring progress on key deliverables; identifying problems and issues to be addressed and recommending corrective actions to the Programme Team.
- Supports the Nigeria TAM and CT Travel Programmes’ Integrated Project Teams with the development and operationalization of interagency processes for information collection, analysis and exchange.
- Provides direct mentorship services to national counter-terrorism and border management practitioners on threat assessment-related duties and API and PNR system development.
Sustainment
- Provides national and local assistance to UNOCT so as to ensure continuity of operations with all participating entities throughout the post-elections transition period (as required).
- Supports the organization of a real-life, multi-stakeholder aviation terrorism risk management exercise which demonstrates the effective implementation of the processes and know-how developed through the TAM Programme.
- Supports the facilitation of Advance Passenger Information (API) and Passenger Name Record (PNR) capacity-building and technical assistance activities, including trainings and working group meetings, in close cooperation with other international Programme Partners.
- Identifies future areas of cooperation between UNOCT and the Government of Nigeria.
- Expanded Regional Presence
- Assists TAM and CT Travel Programme outreach to other interested Member States in both the North and West Africa region by supporting and coordinating with prospective government administrations.
- Provides local support with the organization of a multi-day regional engagement that convenes operational-level practitioners from across either North or West Africa on aviation security and counter-terrorism issues.

Education
- Advanced university degree (Masters or equivalent) preferably in a social science discipline such as international relations, public policy, political science, law, business administration, international relations or other related fields is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Specialization or additional qualifications in Security (e.g. aviation security, terrorism, national security, international security) will be an advantage.
Work Experience
Required:
- A minimum of two (2) years of progressively responsible experience in project/programme management, government administration, or stakeholder relations is required. .
- Desired (the following experience is optional. Candidates who do not have it are welcome to apply):
- Experience working in Nigeria and having knowledge of the national government dynamics, including the role and functioning of relevant government agencies for counter-terrorism and civil aviation is desirable.
- Experience in holding meetings and other client-facing discussions is desirable.
Language
- Fluency in English (write, read, speak) is required.
