Job Summary


Sydani Group in collaboration with the Federal Government of Nigeria seeks to engage the services of result-oriented qualified Performance and Financial Management Officers (PFMOs) across Local Government Areas (LGAs) in Nigeria. The primary role of the PFMO will be to support the LGA health authorities (LGHA) in strengthening financial management practices across primary health care (PHC) facilities in the LGA, with a focus on PHC facilities that receive Decentralized Facility Financing (DFF) from the Federal Government.  PFMOs will be recruited to support all 774 LGAs in the 36 states and FCT in Nigeria.


The PFMOs will promote transparent, efficient and accountable fiduciary approaches consistent with the government of Nigeria’s public financial rules and regulations and shall focus on the following:



  • Ensure evidence-based performance management of PHC programmes, linking performance to expenditure

  • Strengthen the management and coordination capacity of PHC finance officers at the LGA

  • Build capacity of LGA and PHC officers on financial management, financial reporting and controls

  • Provide financial advice and guidance to PHC officers-in-charge within their LGA of assignment

  • Ensure judicious utilization of allocated funds in line with approved plans at the PHC facilities

  • Consistent tracking and reporting of all funds inflow and outflows from the PHC facilities


Expected Deliverables



  • Monthly, quarterly, and yearly activities’ report

  • Quarterly and yearly consolidated income and expenditure reports as well as Statement of Expenditure (SOE) for the health facilities in the LGA

  • Detailed quarterly financial monitoring & supervision report for all the health facilities in the LGA using an approved template

  • Detailed capacity building plan and progress report for the health facilities finance/account officers on recording, documentation, and reporting

  • Report on weaknesses identified followed by suggestions/solutions to address them


Eligibility Criteria


The preferred candidate for this position should possess the following qualifications and work experience



  • B.Sc. or HND in Accounting, Economics, Business Administration, health economics or any related fields

  • Three years working experience as a finance officer with a minimum of one year in a supervisory role

  • Financial Audit experience is also desirable

  • Accounting related certifications for chartered accountants such as ACCA, ICAN or ANAN

  • Tech savvy, Proficient in the use of Microsoft Office and Accounting Software e.g Quickbooks

  • A progressively responsible working experience in the Nigeria health sector’s finance operations and experience working with management of government and development partner funds at states and LGA is an added advantage
