Job Description
The ERD officer will work under the direct supervision of the ERD Manager. She/he will be responsible for the day-to-day planning, implementation; monitoring, and reporting for the ERD programs as well as managing ERD Assistants. The position holder will also be expected to work closely with the rest of IRC’s program and operations teams in the execution of his /her duties.
Major Responsibilities
Program Management, Technical Quality, and Strategy
- Plan and implement all ERD field activities as per the approved proposal and IRC’s policies and procedures.
- Develop and maintain close working relationships with the community leaders and the district local authorities in the project area.
- Mobilize communities in the project area in the planning, implementation, and monitoring of the project.
- Promote community participation through the establishment of community linkages that recognize the positive contribution to program interventions.
- Regularly update all project monitoring and data tools while keeping accurate records of the same. These will include among others. 3 w matrix, price monitoring sheets, and reporting document
- Responsible for overseeing the identification, selection, and registration of all project beneficiaries based on the approved criteria.
- Responsible for the emergency cash-based response implementation.
- In liaison with the ERD Manager and other relevant field staff, prepare weekly and monthly work plans for efficient and timely implementation of the project activities.
- Maintain up-to-date records of information on all project beneficiaries for follow-ups and reporting.
- Compile timely and regular progress and circumstantial reports and submit them to the ERD Manager when required.
- Supervise assigned program staff to ensure they execute their tasks well.
- Support the ERD Manager in the tracking of expenditures at the field level.
- Drafting monthly progress and donor reports
- Conduct regular field-based data collection activities.
Program Development
- Contribute to the development of proposals through success story capture, and documented feedback from the field
Staff Performance Management, Learning & Development:
- Required for all positions with supervisory responsibility, if special considerations are needed (e.g. remote management), make this additive to the base language here.
- Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
- Develop and implement remote management capacity-building approaches to build the strengths of the team in Nigeria.
- Coach, train, supervise, and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Approve and manage all time, attendance, and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
- Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
- Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.
- As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
- Look for opportunities to support staff in their career growth, where appropriate. As part of a succession plan and nationalization goals, identify, train, and develop the capability and capacity of national staff to successfully transition roles and responsibilities.
- Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
Research, Learning and Analysis
- Track and measure program implementation progress and impact according to defined program objectives and support the ERD MEAL team to mobilize clients for data collection activities such as baselines, PDMs, price monitoring, market surveys, and other assessments.
Coordination & Representation
- As delegated by the ERD Manager, attend meetings and represent the IRC where program implementation information is shared.

Qualifications
Education:
- Minimum of bachelor’s degree in one of the following Rural sociology/rural Studies, Developmental studies, Agriculture/Agricultural Economics, anthropology
Work Experience:
- At least 2 years implementing economic recovery, livelihood, and food security programming in either a national or International NGO.
- Experience in CVA programming for food security, Vocational and agribusiness development programming, and knowledge of basic livelihood programming approach in insecure contexts.
- Candidate should have good stakeholder management and community mobilization skills.
Demonstrated Technical Skills:
- Ability to communicate and negotiate effectively with communities and stakeholders.
- Good report writing skills.
- Ability to work with budgets and facilitate procurement of program supplies
- Good understanding of CVA programming and Minimum Economic Recovery Standards (MERS)
Demonstrated Managerial/Leadership Competencies:
- All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
- Good team management skills
- Ability to coach and supervise
Languages:
Fluency in English. Local languages e.g. Hausa, Kanuri are an asset.
