Purpose of the Consultancy


The HWM Activity is seeking the services of a competent and experienced professional to support the Community Health Practitioners Registration Board of Nigeria (CHPRBN) in the revision of Standing Orders for the three cadre of Community Health Practitioners – the Junior Community Health Extension Workers (JCHEW), the Senior Community Health Extension Workers (CHEW), and the Community Health Officers (CHOs).


The Standing Orders are a compilation of the legal standard operating procedures that the CHPRBN mandates every licensed community health practitioner in Nigeria to use in their practice and the provision of care. The current editions of the Standing Orders were revised in 2015. Given the recent general revision and update of the pre-service curricula, the several updates in the diagnosis and treatment of emerging diseases, and the strong inclusion of the Modified Life Saving Skills (MLSS) components in the pre-service curricula, the need for a revised and updated standing order for each of the cadre of community health practitioners has become pertinent.


The development of the standing orders will be achieved in phases and through several mechanisms such as stakeholders engagements to harvest the feedback on the use of the current standing orders, workshops to review and revision of the standing orders, and the preparation of the necessary databases for the design of the standing order mobile app which is the ultimate end point of the revision efforts.

Level of Effort (LOE)



 Pre-workshop engagement


 


1.     Support the CHPRBN in the design of tools to harvest feedback from relevant stakeholders (PHC tutors, frontline workers, educators, clinicians, job aid designers, etc.) about the current editions of the Standing Orders.


 


2.     Work with the software engineers in collecting relevant requirements from stakeholders that are useful for the app development.


 


3.     Work with other resource persons to facilitate the development of the pre-workshop draft of the Standing Orders ahead of the in-person workshop.

Standing Order revision workshop


 




  1. Facilitate the revision and finalization of the Standing Orders for the JCHEWs, CHEWs, and CHOs.




 




  1. Review the zero drafts of the Standing Orders in preparation for the work of the copyeditors.

Post-works engagements


1.     Facilitate the copyediting and preparation of the document for printing.


 


2.     Contribute to the required documentation for the mobile app prototyping by the software developers.

Expected Deliverables


The Consultant will submit the following deliverables within the period of performance:




  • Inception report (a template will be provided)




  • Monthly progress reports




  • Copies of the Standing Orders




  • Final process report




Reporting Line and Approach


The Consultant developing the Standing Orders will receive overall guidance and oversight from the HWM Technical Director. The day-to-day technical oversight will be provided by the HWM Quality HRH Training Specialist. The Consultant and the HWM Quality HRH Training Specialist are expected to work closely together on the day-to-day implementation of the scope of work. The Consultant is also expected to consult with relevant key stakeholders throughout the process of the consultancy assignment especially the Governing Board and Senior Executives of the CHPRBN.


The work may require the Consultant to travel outside of the Federal Capital Territory (FCT) to perform the duties described above. HWM will make all travel arrangements and cover appropriate costs of approved travels only.


Qualifications


Education & Experience:




  • Bachelor's degree in Medicine, Nursing, Public Health, Sciences, Public Administration, Adult Education, or another relevant field.




  • Six to ten (6-10) years of experience working on projects or programs utilizing skills relevant to this consultancy role.




Expertise:




  • Strong knowledge of adult education principles and demonstrated experience developing and leading adult-oriented training programs




  • Strong knowledge of inclusion and equity principles, particularly as they apply to women, youth, and other marginalized communities




  • Knowledge of or experience in public health and/or health care highly desirable




  • Strong facilitation skills




Others:




  • Excellent oral and written communication skills in English




  • Ability to work well independently and as part of a team




  • Comfortable working with a diverse range of stakeholders, including government officials, academic instructors, community members, and local and international project staff




  • Must be willing to commit to the full period of implementation




Timing and Level of Effort


The expected period of performance for this assignment is 38 days between April 1, 2023 – June 30, 2023. Expected number of travel days will not exceed 10 days (for the revision workshop and other stakeholder engagements).
