DESCRIPTION

• Set up & Deliver consistent but appropriate cost management structures for major, complex projects.


• Roll-out of the Company standard tools and processes, as appropriate for each project's life cycle development & execution phase.


• Support setting up the ERP (SAP) structure to Finance team by ensuring appropriate Network structure in place.


• Drive digitalization by implementation of Globally recognized Cost management tool and ensure data sanctity is maintained at all times, report outputs are in sync with SAP and required training of users are conducted.


• Develop and Implement Project Cost and Schedule Management Plan.


• Implementation of cost breakdown structures (CBS) and their population from the estimate.


• Develop Work Breakdown Structure (WBS) and document Cost Time and Resource (CTR) sheets for phased cost estimates in line with the Company guidance notes for agreement and sign-off by the CTR budget holders.


• Evaluate Contractor Cost reports, find out variances and suggest corrective actions.


• Provide project guidance for creation of accurate monthly cost reports, identifying variances from the plan on commitment, value of work done, changes and currency fluctuations against approved Authorities For Expenditure (AFEs).


• Develop and implement the change management process for projects. Provide guidance on trend analysis and the assessment of change impacts on cost.


• Develop and implement Earned Value Management process consistently across projects/sub projects.


• Participate in peer reviews and other Assurance events.


• Contribute to the development of junior staff through coaching and training in cost engineering practices, tools and techniques.


• Develop monthly cost forecast, maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism from project teams.


• Track all contingency drawdown against Project contingency allocated in approved budget.


• Maintain consistency in cost bases through rigorous adherence to the controls processes.


• Validate contractor invoicing and claims and provide need base support to Finance in invoicing process.


• Custodian of critical project data i.e. cost, man-hrs, quantities, etc. and provide to central repository for future Benchmarking purposes.

JOB REQUIREMENT

• Bachelor Degree in Engineering


• 7+ Years in Oil & Gas industry


• Strong interpersonal behavior & network building.


• Ability to work across international/cultural boundaries.


• Strong team player with good communications and interpersonal skills.

Additional Information:

• Field experience in oil and gas midstream or downstream would be an advantage.


• Experience in SAP & Cost Engineering Tools e.g. ECOSYS would be added advantage


• Fluent in English, written and verbally. Other languages welcomed.


• Team player, excellent communications, and interpersonal relationship skills.
