Purpose / Project Description
- The Small-Town Water, Sanitation, and Hygiene (STWASH) Activity is a five-year initiative funded by the United States Agency for International Development (USAID). The Activity is to support sustainable improvements in access to basic water and sanitation that are necessary to facilitate ongoing recovery, peacebuilding, and economic development within Nigeria.
- The program has three interrelated areas of intervention. As a foundational approach, STWASH focuses on expanded access to water and sanitation facilities and strengthening capacity for small town water governance covering the states of Borno, Adamawa, and Yobe (BAY) in Northeast Nigeria.
- The overarching vision of the activities in the BAY states is to facilitate the economic recovery of some crisis-affected communities and bolster the capacity of the state governments in providing essential WASH services and creating and sustaining enabling environments for Small Towns Water Supply and Sanitation Agencies and Water Consumers Associations to operate effectively.

Objectives
- To support the economic recovery of some crisis-affected communities and bolster the capacity of the state governments in providing essential WASH services, creating, and sustaining enabling environments for Small Towns Water Supply and Sanitation Agencies and Water Consumers Associations to operate effectively.
- ST-WASH wish to engage the services of qualified individuals as construction field Supervisors who will be responsible for daily monitoring of ST-WASH Infrastructures construction in their respective small towns of Borno, Adamawa and Yobe states.
- The field supervisor will facilitate adherence to Mercy Corps infrastructure standards, policies and procedures, establish conditions for compliance with stated quality, time and cash resources, providing overall site supervision, community people management, verifying calibrations, measurements, material quality and construction works based on approved plans/designs, BoQ’s, technical specification and contract document, delivering completed WASH infrastructures to specifications, in time and within resources.
Field Supervisor Tasks
The Field Supervisor will:
- Supervise the works of the contractors on daily basis and ensure that the contractor’s adherence to project plans/designs, material quality, BoQ, Designs, technical specifications, contract documents and meet the stated quality standard and fit for purpose.
- Provide support by coordinating and managing data and activities of local unskilled labors.
- Act as site foreman under the supervision of ST-WASH Engineer and MC technical team
- Liaise with contractors, ST-WASH Engineer/Team, and other stakeholders, ensuring that all party remain coordinated and well informed about the WASH infrastructure site activities.
- Establish and maintain good working relationships with local authorities, communities, and stakeholders in the MC area of intervention.
- Coordinate with contractors, SPIU, WCAs LGA WASH Unit and other stakeholders, ensuring that all parties remain at PAR on the infrastructure site activities.
- Liaise with the ST-WASH Engineers to ensure works are implemented according to plans, specification and completed within the designated timeframe within the budget.
- He/ She responsible for maintaining safety and quality standards at the construction sites.
- The field supervisor will be responsible for the supervision of construction works within the assigned small town.
- Alongside MC-WASH engineers Conduct community sensitization, awareness, and mobilization to encourage Participant’s commitment and ownership of ST-WASH activities if necessary.
- Performing equipment, material, and routine site inspections and ensure the equipment and manpower provided by the contractors are up to standard to complete the project with good quality.
- Adherence to all MC infrastructures minimum standard policies and procedures as outlined in MC policies and procedure manuals.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission in the country of operation.
- Performs any other duties as requested by the ST-WASH Engineer/technical team.
Field Supervisor Deliverables
The Field Supervisors will provide:
- Detailed weekly supervision work plan (Also briefly stating the succeeding activities in the prior week)
- Generate daily/weekly/Monthly construction inspection reports completed within time.
- Document challenges, mitigation measures, success stories and best practices
- Share minimum of 10 clear Action Pictures and short videos of construction work sections daily.
- Infrastructure work completion report detailing stages of work execution, images, approvals issued and quality and compliance forms.
Timeframe / Schedule:
- The field supervisor will provide the above deliverables between 3 Month
The Field Supervisor will report to:
- WASH Engineers/MC Infrastructure technical team.
The Field Supervisor will work closely with:
- ST-WASH Infrastructure manager, Snr Infrastructure Quality Assurance Officer, WASH- Engineers, MEL team and Communication unit.
Required Experience & Skills
- National Diploma / Bachelor’s Degree in Civil Engineering, Water Resources Engineering, Building Engineering / Technology, Architecture, Construction Project Management
- Possess 2 – 5 years’ experience in managing construction works including supervision.
- Proven experience working as a Site Supervisor, foreman, Site engineer, Construction Project Manager, WASH Engineer etc.
- The ability to interpret blueprints of technical engineering designs/plans, BoQ, and Specifications
- Outstanding leadership and construction or WASH project management skills.
- Strong analytical and problem-solving skills.
- Excellent organizational and communication skills.
- Sound knowledge of building codes, Standard methods of Measurements and construction safety regulations.
- Working knowledge of construction tools and equipment.

Daily Supervision Price Offer/Location:
- Candidates with good price offer will be given priority as well candidate based in the project locations.
