JOB PURPOSE & ACCOUNTABILITIES:



  • Purpose

  • Provide cost management, cost estimation, assurance, and control.

  • Risked cost estimates for entire company's projects/opportunity portfolio.

  • Develop tailored cost estimating tool for Company


Accountabilities



  • Reports to the Projects Delivery Manager

  • Provide End to End Cost Planning, Cost Estimation, Project Cost Risk Management, Budget and CAPEX performance monitoring.

  • Assess project scope, develop, and deliver types 0/1/2/3 cost estimates across Assess, concept select and Define phases respectively to support IP approvals.

  • Define, develop, and implement a cost management system.

  • Develop a reporting matrix to monitor actual, planned and forecast cost estimates

  • Utilize approved tools for project cost and resource phasing, monitoring, and reporting.

  • General Project Management Office support for Capital Projects

  • Contracting & Procurement process support

  • Define construction philosophy considering design influence on fabrication and installation stages. Manage constructability reviews with feedback to design.

  • Participate in TQ performance activities and provide assessment feedback to improve performance.

  • Collect Lessons Learned for implementation into project plans and data entry into KM database,

  • Maintaining and updating of type 4 cost of Delivery during Execute.

  • Interface with Shell TAs support for project cost management assurance.

  • Additional responsibilities should meet the Group Leadership attribute competencies.


QUALIFICATIONS



  • Bachelors or master’s degree and/or Certification as a Cost Estimator or equivalent experience.

  • Minimum of 8+ years industry experience with 5+ years of capital project experience as a cost estimator

  • Have been responsible for preparation and maturation of cost estimates of project, programs or portfolio of early phase opportunities (>1 million USD)

  • Preferably PMP or APM certified or in view.


SKILLS & REQUIREMENTS



  • Use of basic Microsoft office (365) Tools

  • Use cost estimating tools – knowledge / experience of CES tool is an advantage

  • Project Management/ Project Engineering

  • Project Report writing and presentation skills

  • Project cost, time, resources analysis and estimating

  • Good Health, Safety and Environment knowledge

  • Planning and Budgeting skills
