Roles & Responsibilities



  • Work for the safety and environment management functions of the refinery complex from the project phase to operations phase in close coordination with all disciplines

  • Assist in safety aspects and environment protection measures are incorporated during basic design, detailed design and construction of the refinery complex, in line with local and international regulations and norms, including but not limited to while designing/finalizing plot plan, cable layout, underground & above-ground piping including interconnecting piping, steam system, other high-pressure system, tank farm, electrical substation, switchyard, high voltage power transmission, general construction, man & machine movement, erection of equipment, heavy lift etc.

  • Develop safety procedures for all areas of the complex, including hot and cold permit system, vessel entry, working at heights, electrical safety, toolbox talk, etc.

  • Support in HAZOP, QRA, Air Dispersion modelling, Flares radiation study, Fire systems adequacy study, etc.

  • Review of Tender documents, Procurement specifications, Commissioning, Technical calculations as necessary

  • Close coordination with local regulatory authorities for all clearances, licenses, and compliance of the conditions therein and monitor compliance of safety and environment protection procedures as laid down by local authorities

  • Ensure material safety data sheets are maintained and readily accessible when needed

  • Maintain records of discharge of or employee exposure to hazardous waste and/or pollutants, as required

  • Establish safety culture in among the employees and strict vigil in preventing LTI, along with the team members

  • Carry out regular safety audits and prepare reports

  • Develop environment management procedure for including but not limited to, regular monitoring of ambient air, gaseous emissions, treated effluent and solid waste, and ensure those are conforming the parameters prescribed by local authorities. Keep records and prepare regular reports

  • Develop Oil Spill Response facility and work out any Mutual Aid Scheme in case of any eventuality


Qualification & Criteria



  • Bachelor’s Degree in Chemical / Civil Engineering

  • Diploma in Safety/Environment Management

  • 10+ Years of extensive experience safety and environment function in a large refinery/petrochemical complex or any large hydrocarbon processing facility

  • Thoroughly knowledgeable about HSE rules, regulations, practices of the industry and their requirements in the project and operation phases

  • Commercial acumen, ability to prepare budget and cost optimization

  • Technical report including MIS and non-routine reports writing

  • Root cause analysis

  • Analytical skills, planning and organizing skills

  • Decision making ability

  • Excellent oral and writer communication skill
