Job Summary 


The Geographical information systems (GIS) Officer works under the supervision of the Director, Strategic Information to ensure high quality capture and analysis of a range of geographical data using appropriate GIS tools and techniques to continuously guide KPCARE1 program implementation decisions and planning. The Geographical information systems officer will interface with the Program team and provide overall technical guidance and supervision in relation to the generation, analysis, and use of routine cum ad hoc geographical data associated with the KPCARE1 Project.


Responsibilities: 


Preparation, conception, and production of maps:



  • Identify map information needs.

  • Identify and access map information sources.

  • Ensure accurate linkages between spatial databases and service delivery data.

  • Ensures that the produced maps meet the requirements of HALG KPCARE1 and key stakeholders.


Supervision and monitoring of mapping related data collection



  • Provide guidance and technical support to various field/community level teams across the Project implementation states to capture the location of service delivery and facilities and landmarks relevant to the Project’s decision-making process.

  • Conceptualize methodologies for collecting data in the field, as needed.

  • Organize and supervise GIS field missions.

  • Monitor accuracy of data collected.

  • Cross check data collected in the field, ensure regular updates, and solve eventual discrepancies.

  • Create and maintain the structures necessary for GIS data storage and security.

  • Develop internet apps to present GIS data/factsheet on the HALG corporate website.

  • Use tools to join different GIS datasets and create new information or investigate patterns, e.g., assessing service delivery coverage and gaps.

  • Actively participate in the implementation of HAN research and learning agenda

  • Perform any other tasks assigned by the Supervisor from time to time.


Education and/or Experience: 



  • Degree in GIS or a related discipline (Geography, Geomatics, Environmental Engineering, Environmental Sciences)

  • 2-3 years of experience in GIS / Database management, preferably in public health or humanitarian context.

  • Previous experience with mobile data collection (ODK, ONA, KOBO).

  • Knowledge of Adobe Suite, particularly Illustrator and InDesign.

  • Knowledge of remote sensing analysis a plus

  • Experience analyzing complex data with R or Python a plus.

  • Excellent team management skills

  • Knowledge of specialized software packages such as ArcGIS or ESRI

  • Strong interpersonal and collaboration skills - strong oral, written communication, and presentations skills as evidenced by publications or cover letter. 

  • Exceptional analytical and problem-solving skills 


Language Skills:



  • Excellent oral and written English communication skills.

  • Knowledge of Local Language preferred

  • Demonstrated competency in public speaking.


Computer Skills:



  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point

  • Other software routinely used by Heartland Alliance


Work Environment:



  • The noise level in the work environment is usually moderate.

  • The employee will be required to co-locate with local partners usually in the same office.

  • The employee is required to travel regularly to often insecure and limited resource environments.
