Essential Duties and Responsibilities



  • Under the supervision of the Director Finance & Operations, perform and report compliance assessments to ensure that financial control, financial guidelines of donor organizations and other control procedures are in place properly implemented and managed on the project within the organization.

  • Join the finance team to conduct periodic assessment of compliance in HALG field operations with organization rules, regulations, and policies.

  • Support the Director Finance & Operations in reviewing and evaluating the effectiveness and efficiency of operations, adequacy of internal controls, reliability of financial reporting, compliance and applicable laws and the safeguard of assets within HALG.

  • With direction from the Director of Finance & Operations, test internal controls, targeting high-risk areas, document any weaknesses and their impact, and make recommendations to address these weaknesses.

  • Support the in developing and implementing anti-fraud policies across for the organization.

  • Support in developing compliance systems and tools to be implemented and ensure that these systems and tools are aligned to HALG and Donor rules, policies, and regulations.

  • Assist in carrying out necessary training of finance, non-finance staff, LIPs & CBOs to ensure that USAID requirements are met.

  • Follow up on the implementation of audit recommendations and management actions. Tracking, assisting in preparation and ensuring compliance with external audit findings.

  • With approval from the Director Finance & Operations and Management, the incumbent will carry out investigations of alleged fraud, mismanagement, loss of assets or any other investigation.

  • Review of all Local Implementing Partners financial report ensuring compliance with HAN and donor’s rules and regulations.

  • Assist in the development of award documents.

  • To participate in NHOCAT assessment of partners.

  • Do compliance checks for all procurement documents to ensure total compliance with HAN and donor’s rules and regulations.

  • In line with the HAN procedures and Field Authorization matrix, ensure that segregation of duties within the organization are well aligned and compliant to set policies, rules, and regulations.

  • Support in development and implementation of appropriate internal control mechanisms to safeguard organization’s assets, including ensuring the insurance policies are in place for HAN assets.

  • Carry out other activities assigned.


Qualifications


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or competency required.


Education and/or Experience:



  • University degree in Accounting, Finance and Business Administration or its recognized equivalent.

  • Minimum of 5 years work experience.

  • Prior experience with and a keen motivation for work in the development sector will be an added advantage.

  • Ability to work independently and with proactive communication skills is essential.

Language Skills:



  • Excellent oral and written English communication skills.

  • Demonstrated competency in public speaking.


Computer Skills:



  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.

  • Other software routinely used by Heartland Alliance.


Work Environment:



  • The noise level in the work environment is usually moderate.

  • The employee is required to travel regularly to often insecure and limited resource environments.
