Job Description



  • We are looking for a Strategic Information (SI) Officer to support USAID funded OVC project: Integrated Child Health and Social Services Award (ICHSSA) in Kwara State. We offer professional opportunities for career advancement, good working environment and competitive remuneration.

  • The goal of ICHSSA 2 is to reduce the impact of Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (HIV/AIDS) on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments.


Specific Responsibilities



  • The Strategic Information (SI) Officer will be responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results.

  • S/he will lead all efforts to strengthen monitoring and evaluation, and performance reporting within the geographic area of activity.

  • S/he will liaise with relevant technical staff, partners responsible for LGA and State level strategic information and monitoring, evaluation, and support coordination with National OVC Management Information Systems (NOMIS).


Key Performance Areas



  • Serve as the focal person for all M&E-related functions

  • Manage project-specific M&E framework and plan including data collection and systems requirements

  • Hold overall responsibility for oversight and achievement of M&E requirements/expertise.

  • Provide M&E mentoring, support and leadership to ensure adequate capacity exists to support project activities.

  • Conduct routine data quality assessment and ensure data integrity.

  • Enter routine data into donor databases and systems by due date.

  • Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management.

  • Facilitate data utilization including guiding routine performance monitoring ensuring provision of analytical data to inform effective QA/QI

  • Coordinate any project-related operations research & publications portfolio in collaboration with technical specialist.

  • Lead project M&E related internal and external reporting.


Minimum Qualifications



  • Bachelor's / Master's Degree in Health and or Public-Health oriented field, Epidemiology, Statistics, Health Informatics or related Social Science.

  • Also required is experience working with CBOs and USAID funded programs.

  • Excellent computer skills in MS Office suite and M & E software: Stata, SPSS, NOMIS etc is compulsory.

  • Must be able to analyze data to inform program decisions.


Required Experience:



  • 5+ years of relevant experience.

  • Experience in quantitative and qualitative study design and implementation.

  • Experience with monitoring programs using quantitative and qualitative approaches.

  • Experience with data analysis and NOMIS database and analysis software packages (SPSS, database management systems, Access, and Excel).

  • Excellent technical writing and editing skills, with proven experience writing abstracts, proposals, and reports.

  • Advanced experience with MS Office Suite of Programs (Outlook, Excel, Word, PowerPoint).

  • Good analytical capabilities.

  • Strong ability to manage multiple priorities and projects

  • Quick to adapt to new challenges and interest in learning new skills and approaches

  • Strong teamwork skills.

  • Fluency in English.
