Job Description
We are seeking an individual with initiative and experience to join our team in the role of Regulatory Manager. Our organisation is dedicated to promoting the interests of its members and supporting their commitment to efficient delivery of electricity to their customers.
Duties and Responsibilities:
- Have knowledge of Nigerian Electricity Regulatory Commission (NERC) and the Ministry of Power and how both entities operate.
- Monitor and analyse regulatory frameworks and policies affecting the electricity distribution sector in Nigeria.
- Work with appropriate technical experts to provide strategic support on regulatory compliance and implementation of regulatory directives.
- Conduct research and analysis to identify emerging regulatory issues and trends and develop proactive strategies to address them.
- Engage with regulatory authorities, government agencies, and other stakeholders to advocate for favourable regulatory conditions and promote the interests of the members.
- In coordination with the members, prepare and submit correspondence or reports to regulatory/policy authorities, addressing issues of note.
- Have knowledge of utility cost structures, regulatory paradigms, and rate strategy, as necessary to support the members.
- Have detailed knowledge of laws, regulations, and guidance as they apply to the Nigerian Electricity Supply Industry (NESI), with an ability to stay abreast of regulatory developments and communicate the impact and implications to the management team and members.
- Communicate effectively internally and with member personnel, maintain and further current relationships with policy makers, regulators, and other industry stakeholders, with a strong ability for advocacy of member issues.
- Understand industry documentation requirements, with the ability to generate reporting templates, while coordinating and providing assistance to the members in meeting their reporting requirements.
- Ability to analyse documents to determine whether they are consistent with membership strategy.
- Collect and maintain a database on key industry issues, with an emphasis on the distribution sub-sector.
- Prepare and present comprehensive and informative reports, presentations, or speeches, as part of enlightenment on the issues of the electricity distribution subsector and advocacy on membership issues.
- Knowledge and understanding of how electricity power laws, regulations and guidance in other countries may apply to NESI, with an emphasis on the distribution component of the value chain. Have the ability to understand and interpret the information, in the context of a commercial environment.
- Work on and/ or directly lead various efforts or personnel, with a keen sense of own initiative, while staying focused, with a multi-task orientation in a dynamic environment.
- Collaborate with internal teams to ensure alignment between regulatory requirements and business operations.
- Represent the organisation in regulatory hearings, workshops, and industry conferences.
Requirements:
- Bachelor’s degree in law, economics, electrical engineering, business administration, or a related field. A Master's degree is a plus.
- Minimum of 5 years of experience in regulatory affairs, preferably within the electricity or energy sector.
- Solid knowledge of the Nigerian electricity industry, including regulatory frameworks and policies.
- Strong understanding of relevant laws, regulations, and guidelines governing the electricity distribution sub-sector.
- Excellent analytical, research, and problem-solving skills.
- Effective communication and negotiation abilities with the ability to engage and influence stakeholders at various levels.
- Proven track record in managing regulatory compliance and maintaining strong relationships with regulatory and policy authorities.
- Ability to work independently, prioritize tasks, and meet deadlines.
- Proficiency in Microsoft Office Suite.
