Job Description



Objectives 



  • The specific objective of this activity is to work with the relevant PFM institutions in the states to review the current Financial Instructions/Regulations; and revise and update the same with the recent regulatory changes in PFM in the states.


Position Responsibilities and deliverables


The Consultant will be expected to perform the following activities and deliver the following deliverables that are technically acceptable to State2State, including review and feedback followed up by timely responses from the Consultant:


Activity



  • Onboarding meeting with State2State team to review and agree on the workplan with agreed due dates of outputs delivery.

  • Review of existing PFM Laws, Financial Regulations/Instructions (FIs) and other relevant documents

  • Updating the FIs

  • Review of the updated FIs with comments.

  • Drafting of power point presentation materials for FI workshop

  • Review of power point presentation materials for the workshop and provide comments

  • FIs Workshop

  • Preparation of Activity Report

  • Review of Reports and provide comments


Profile of Consultant



  • Minimum of Master’s degree in Accounting, Finance, Economics, Public Administration, or other relevant fields.;

  • Minimum of 10 years’ work experience in Public Finance Management, Public Policy design and/or Public Finance consultancy;

  • Evidence of report-writing abilities and skills;

  • Experience working with counterparts at the state government level and understanding of sub-national budget execution and control issues related to Public Financial Management and public policy is required;

  • Previous experience working with government officials or in government offices preferred;

  • Experience with USAID or other donor funded projects focused on governance, government system strengthening, public finance management, Education, Health or WASH preferred;

  • Awareness of gender, ethnic, religion, cultural and political issues.

  • Excellent written and oral communication skills; fluency in English.;

  • Membership of professional bodies such as ICAN, Tax professional body (CITN), NIPSS, NIM, etc. is an added advantage;

  • Demonstrated effective training, capacity building and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills;

  • Strong skill set in reporting, monitoring, and evaluation; and

  • Computer literacy in word processing, spreadsheet, and presentation software (Microsoft Office)
