Job Purpose

• Responsible for planning, coordinating, and managing all utility systems and services within the oil palm mill, including steam generation, electricity supply, water management, and waste disposal.


• This role ensures the availability of utilities to support uninterrupted milling operations while focusing on safety, efficiency, and environmental compliance.

Key Responsibilities

Utility Operations Management:

• Lead, supervise and manage the operation of steam boilers, turbines, generators, and other equipment to ensure a continuous and reliable supply of electricity and steam.


• Monitor and control the utility systems to optimize efficiency and minimize downtime. Identify and troubleshoot issues with utility systems.


• Collaborate with maintenance teams to implement preventive maintenance and plan, schedule and prioritize maintenance and repairs of utility equipment.

Resource and Waste Management:

• Manage the sourcing, treatment, and distribution of water for various mill processes.


• Monitor water usage and quality in compliance with company standards and environmental regulations.


• Oversee and manage the bio-methanization plant. Develop and implement waste management strategies to sustainably handle waste generated from milling operations.

Reporting, Budgeting and Cost Control:

• Maintain accurate records of utility consumption, maintenance activities, and safety procedures.


• Prepare regular reports on utility performance and present findings to management.


• Prepare, manage and monitor the utility department budget (costs and consumables). Identify opportunities and implement strategies for cost reduction and efficiency improvement.

Safety and Compliance:

• Uphold strict safety standards in utility operations and maintenance.


• Ensure compliance with environmental regulations, including air emissions and wastewater treatment.


• Conduct safety audits and inspections to identify and address potential hazards.

Personnel Management, Leadership and Teamwork:

• Supervise utility staff, including training, performance evaluations, and team development.


• Foster a culture of safety, accountability, and continuous improvement within the utility department.


• Ensure proper shift handover and maintain clear communications will mill management team.

Additional Responsibilities:

• Any other responsibility that may be assigned from time to time by C.O.O/Factory Manager

Job Specification

• Bachelor's Degree / HND in a relevant Engineering field or equivalent work experience.

Additional Qualification:

• Several years of experience in utility management, preferably in an oil palm mill or similar industrial setting.


• Strong knowledge of steam generation, electricity distribution, water treatment, and waste management processes.


• Familiarity with safety regulations and environmental compliance in the palm oil industry.


• Proficiency in using utility management software and tools

Basic Skill:

• Effective leadership and communication skills.


• Excellent problem-solving and decision-making abilities.


• Ability to work in a physically demanding environment, including walking and climbing stairs.


• Exposure to noise, machinery, varying temperatures and challenging weather conditions
