- The incumbent will manage information systems, conduct data analysis, and provide strategic insights to enhance programmatic effectiveness as well proficiency in the use of DHIS2.
- Configure DHIS2 to capture and report data across multiple health programs including HIV/AIDS, Hypertension, NCDs, etc. This involved setting up data elements, indicator definitions, datasets, dashboards, and reporting templates.
- Develop customized data entry forms and front-end interfaces for facility and community health workers to enter service delivery data which feeds into DHIS2 in real-time.
- Set up automated indicator notifications and SMS/email messaging using analytics to flag concerning data or trends for follow-up.
- Support training on DHIS2 for health workers and program managers, building their capacity to use the system for day-to-day monitoring and data-driven management.
- Serve as an ECEWS administrator responsible for user management, metadata configuration, applying upgrades and customizations for optimized DHIS2 usage.
- Lead the extraction and exchange of DHIS2 data with other systems like laboratory information systems and logistics management information systems for comprehensive insights.
- Support migrating and integrating DHIS2 as the national HMIS across all levels from central down to facility levels for harmonized health data capture and management.
- Any other duties as assigned.
Minimum Recruitment Standard
- Must possess a university degree in any of the following or related fields: Computer Science, Data Science, Statistics or any other health related Sciences and a minimum of 8 years’ relevant experience supporting the implementation of M&E systems, and planning and executing program evaluation. An MPH degree will be an advantage.
- Must possess the ability to analyze and interpret both quantitative and qualitative data to inform programming.
- Must have knowledge of SPSS or STATA or knowledge of DHIS, MS-Access or other compatible database software will be of added advantage.
- Must have experience conducting monitoring visits, utilizing checklists and other tools, including the ability to develop M&E tools as needed.
- Experience supporting information systems like OpenMRS, DHIS2, Nigeria Medical Record System, ODK Collect, and DATIM.
- Experience working with MySQL Community Server, Apache Tomcat, war files and Java Web Applications.
- Experience working with XML and JSON data encoding formats.
- Experience in data collection, processing, and use.
- Experience with HIV/AIDS programs or related health service programs; experience working with HIV/AIDS prevention and/or impact mitigation programs in the West African context is desirable.
- Experience with the PEPFAR/ Global Funds SI system is highly desirable.
- The following certifications will be an added advantage if available: Java Certification (OCPJP, OCPWCD, etc.), Linux Certification, SQL or Database Certifications, and Health IT Certification.
- Demonstrated coaching and mentoring ability.
- Strong interpersonal skills and ability to work with people of different backgrounds.
- Knowledge of monitoring and evaluation practices, methods, tools, and guidelines
- Data management and analysis skills
- Strong quantitative and analytical skills, verbal skills, and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
- Must have the ability to obtain, analyze, organize, and interpret data and present findings in both oral and written form.
- Report writing and presentation skills.
- Proficiency in Microsoft Office, especially Access and Excel
- Good knowledge of programming
- Team player with the ability to work with minimal supervision.
