About the Opportunity



  • We are seeking candidates for the position of Monitoring, Evaluation and Learning (MEL) Specialist for the anticipated USAID/Nigeria Value Chain Activity.

  • The MEL Specialist will be responsible for regular data collection, aggregation, analysis, and transmission of activities and results, in addition to supporting the MEL Director in implementing an efficient system for project performance measurement. Note: this is a preliminary position description and may be clarified further after solicitation release.


Tasks and Responsibilities



  • Support MEL Director to set up initial MEL systems, coordinating with implementing partners to ensure all MEL activities are designed and implemented within the framework of the Activity, and that they allow the project to gather all necessary data and information.

  • Manage regular data collection, aggregation, and analysis, ensuring adherence to USAID and Connexus policies.

  • Contribute to the development and maintenance of a logic model, MEL plans, and performance indicator reference sheets, and collect and review monitoring data on a routine basis.

  • With MEL Director, report results regularly to partners and donors and provide feedback for programming.

  • Regularly analyze the effectiveness of the Activity’s approach based on thorough data collection and analysis.

  • Contribute to tracking lessons learned and drafting impact reports to share results with partners and donors.

  • Coordinate and participate in any independent evaluations by external auditors.

  • Implement regular data collection, aggregation, and analysis, ensuring adherence to USAID and Connexus policies.


Qualifications



  • Master's Degree in Economics, Finance, Business Administration, or related field (specialized training in MEL required), and at least 3 years of MEL experience in a development setting, preferably for USAID or another donor-funded project; or bachelor’s degree in economics, finance, business administration, or related field (specialized training in MEL required), and at least 5 years of MEL experience in a development setting, preferably for USAID or another donor-funded project.

  • Demonstrated experience conducting MEL data collection and reporting for USAID-funded projects, especially for agriculture and value chain projects valued above $25 million.

  • Experience supporting the development and implementation of information collection and assessment systems.

  • Demonstrated experience with information databases and relevant software applications (Excel, Access, etc.).

  • Excellent written communication skills, including ability to contribute to high-quality project reports.

  • Fluency in English required and other local languages desired.

  • Must be authorized to work in Nigeria.
