- Provide technical leadership and support at the LGA level related to clinical management of HIV/TB in line with PEPFAR strategic direction, global approaches, and emerging environmental priorities.
- Oversee the implementation of integrated HIV, TB, NCD and other medical services at the LGA and facility level.
- Work with relevant staff to coordinate the implementation of facility-based programs in relation to clinical management of HIV/AIDS.
- Oversee capacity-building activities to transfer skills, knowledge, and technology to the Government of Nigeria stakeholders at the individual, facility, and LGA levels to lead the HIV response and create effective linkages between facility and community services.
- Support and strengthen the system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
- Coordinate daily situation room meetings and hold backstops and epidemic response teams accountable for their performance.
- Facilitate the clinical assessment of all patients diagnosed with HIV and ensure same-day commencement of treatment for eligible patients.
- Facilitate diagnosis of advanced HIV disease and linkage to the appropriate treatment services.
- Oversee the activities of the epidemic response teams in the LGA, including all categories of staff within the LGA.
- Be responsible for managing clients with complicated medical history and conditions.
- Lead the implementation of efficient strategies for epidemic control of HIV in the LGA, including prevention interventions, community-facility linkages, etc.
- Contribute to program strategy development at cluster and state level, with a focus on clinical service delivery.
- With guidance from the Cluster Lead, represent ECEWS in meetings, discussions, and relevant forums on issues related to HIV/TB prevention, treatment, and care.
- Support the Cluster Lead to provide technical leadership and engage with stakeholders and as approved, represent the organization at stakeholder events.
- Perform other duties as assigned.
Minimum Recruitment Standard
- MB.BS/MD/PhD or similar degree with 1 to 3 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.
- Or MPH or MS/MA in relevant degree with 3 to 5 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.
- Possession of an additional postgraduate degree in a related field is an advantage.
- Experience in project development with proven experience in the planning and facilitation of training is required.
- Experience in large and complex donor-funded national health focused project is an added advantage.
- Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
