Job Description



Job Duties And Responsibilities



The consultant will be responsible for the following:



  • Desk review: Conduct a thorough review of existing secondary data on humanitarian needs in Nigeria, including reports, assessments, and government documents.

  • Field data collection: Collect data in the focal states in cooperation with State branch secretaries and community-based volunteers of the Nigerian Red Cross Society (NRCS), using various tools, including:

    • Focus group discussions (FGDs): Organize and conduct FGDs with community representatives, displaced persons, vulnerable groups, and other key stakeholders to gain a qualitative understanding of their needs and experiences.

    • Key informant interviews (KIIs): Interview relevant government officials, humanitarian actors, and experts to gather insights into the broader context and response efforts.

    • Surveys: Conduct quantitative surveys, if feasible and appropriate, to collect data on a larger scale.



  • Data analysis: Analyze all collected data, both quantitative and qualitative, to identify key trends, needs, and gaps in the current response.

  • Reporting: Prepare and submit a comprehensive report summarizing the findings of the assessment, including:

    • Description of the methodology used.

    • Overview of the humanitarian context in the assessed states.

    • Key findings and identified needs across these different sectors: food security, livelihoods, health, WASH, and shelter.

    • Recommendations for IFRC's programming and advocacy efforts.



  • Dissemination: Present the findings of the assessment to IFRC designated staff and other relevant stakeholders.


Education



The Consultant Should Possess The Following Qualifications And Experience



  • Advanced degree in a relevant field (e.g., humanitarian studies, public health, social sciences, development studies.)


Experience



  • Minimum of 15 years of experience conducting humanitarian needs assessments in complex environments

  • Demonstrably strong research and analytical skills

  • Experience working in Nigeria and familiarity with the local context.

  • Excellent communication and writing skills.

Deliverables



  • Inception report: outlining the detailed methodology and work plan for the assessment.

  • Draft report: presenting the preliminary findings of the assessment for feedback.

  • Final report: a comprehensive and well-structured report summarizing the findings and recommendations.

  • PowerPoint Presentation: summarizing the key findings and recommendations for stakeholders.


Timeline and Budget



  • The timeframe for this consultancy is 60 days over 3 months, starting on 1st June 2024.


Languages



  • Fluency in English and relevant local languages.

Selection Criteria



  • Interested consultants should submit their proposals, including CVs, relevant experience, budget for costs and fees, and a proposed methodology.

  • Only shortlisted candidates will be invited for the interview.

  • This is a preliminary Terms of Reference and may be subject to change based on discussions with potential consultants.

  • The consultant will be required to adhere to all ethical guidelines and standards for humanitarian research.

  • IFRC reserves the right to reject any or all proposals.
