Job Description
Position Purpose:
- RTSL seeks a Senior Technical Advisor, Hypertension Control for our global cardiovascular health team.
- This senior position will contribute to the implementation of RTSL’s global cardiovascular health initiative, with a focus on supporting the establishment and scale up of high-quality, data-driven hypertension control programs across several countries in Africa.
- The incumbent works closely with the core RTSL CVH-Hypertension Control team to support national and regional partners to mount effective hypertension control efforts.
- This support includes providing technical and analytical guidance, programmatic oversight, and strategic advice.
- The Senior Technical Advisor works under the guidance of and reports to the Director, Global Hypertension Control. This position will be based in sub-Saharan Africa in any of the following countries: Nigeria, Ethiopia, Ghana or Cote d'Ivoire.
Core Duties and Responsibilities:
The incumbent will perform duties such as but not limited to the following:
- Provide technical support to countries in Africa to establish or scale up their hypertension control programs, including integration with other disease areas.
- Contribute to refining and supporting strategies to strengthen HEARTS components including market shaping, pharmaceutical supply chain systems strengthening and digital information systems.
- Support implementing partners and stakeholders in the region to establish or improve models of care for hypertension control in primary care settings.
- Lead or contribute to RTSL’s hypertension control program learning agenda including the implementation science and evaluation research streams of work.
- Lead the development of knowledge management and advocacy products including manuscripts and policy briefs to support leadership with decision making and strategic communication.
- Provide technical support to multiple stakeholders to develop program scale-up plans in relevant RTSL supported countries in the region.
- Monitor program implementation and implement strategies to improve country program performance.
- Identify individual and institutional capacity gaps and develop and lead the implementation of innovative capacity building strategies.
- Identify relevant stakeholders and support relationship building with key partners such as the African Union, PEPFAR, and WHO-AFRO.
- Represent the team in relevant regional events and organize regional events to share lessons.
- Mentor and manage a small team of technical staff and consultants to be successful in their roles.
Requirements:
- Clinical training and post-graduate degree in relevant field (e.g. public health, epidemiology, medicine, or other health profession).
- ~10+ years’ experience working on global health projects with strong clinical program implementation, technical support, and national level stakeholder management components.
- Prior experience implementing chronic disease programs in facility settings and supporting health system strengthening at the national or subnational level.
- Experience working with government partners and demonstrating effective relationship management skills.
- Experience providing technical assistance, including training and coaching, related to strengthening institutional and individual capacity in health systems, across all levels.
- Experience working in multiple countries in sub-Saharan Africa.
- Technical knowledge of drug protocols and drug supply, data collection and analysis, creating efficiencies, and enabling patient centered approaches to treatment access and adherence.
- Leadership skills with ability to motivate stakeholder teams to drive impact.
- Project management skills, including planning, monitoring and reporting.
- Data management and analysis capabilities as well as the ability to use data to improve program quality.
- Clear, effective, and efficient oral and written communication skills in English; strong diplomacy, influencing and negotiation skills.
- Collaborative, flexible, and resilient work style in a rapidly changing environment and skilled at receiving and integrating feedback.
- Demonstrated experience writing technical reports and proposals, policy briefs, and publications in formats suitable for various audiences.
- Ability to work independently and be self-directed as well as work across cultures and in a team composed of a broad range of stakeholders.
- Proficient in computer software including Word, Excel, PowerPoint
- Able and willing to travel internationally up to 40% of time.
