About the Job



  • OIPH is currently recruiting a Program Specialist, Surveillance, Data, and Analytics to support its growing malaria portfolio in Nigeria.

  • The Program Specialist, Surveillance, Data, and Analytics will support the coordination of resources, systems, and activities for project start up, specifically aimed at strengthening data and analytic systems and strategies in-country while working closely with the NMEP and IDM teams.

  • Additionally, the candidate will work closely with the Senior Technical Program Manager and the MACEPA global team to ensure that project start-up activities are implemented effectively and participate in the development and updating of work plans.

  • The candidate will also work closely with the Surveillance Officer to accelerate efforts to improve malaria surveillance systems, including monitoring, evaluation, and learning systems and processes.

  • The candidate will also work closely with the MACEPA data and analytics global team on efforts to strengthen SNT and resource prioritization. Advanced data and analytic skills are critical to this role as well as advanced communication skills to present information to key stakeholders.

  • The role will report to the Senior Technical Program Manager in Nigeria.


Responsibilities:



  • Provide direct support and coordination to the Senior Technical Program Manager and MACEPA IO2 and IO3 team to establish standards, tools, and processes for surveillance and data and analytics activities.

  • Serve as a liaison between the MACEPA-Nigeria team and the MACEPA global team and maintain regular communication to provide support and guidance for programmatic issues related to surveillance and data and analytics activities.

  • Work closely with the MACEPA surveillance team and the Nigeria Program Specialist, MEL to implement activities to strengthen malaria health information systems.

  • Partner with Nigeria Program Specialist, MEL, NMEP, partners, and other key stakeholders to coordinate surveillance investment priorities in-line with the new costed and prioritized malaria surveillance roadmap.

  • Work closely with the MACEPA data and analytics team and the NMEP to understand and improve modeling and analytic scenarios that are used to inform SNT and resource prioritization.

  • Support coordination with the NMEP to plan, quantify, and monitor progress for intervention campaigns following updated SNT guidance.

  • Work with local partners and MACEPA to improve collection of campaign-monitoring data, including development of dashboards to monitor progress.

  • Coordinate with government, local partnerships efforts, and MACEPA teams to ensure alignment on key surveillance and data analytics activities.

  • Maintain an active knowledge and understanding of OIPH policies and procedures as well as donor rules and regulations; seek out guidance from the relevant authority to resolve policy questions.

  • Any other duties as may be assigned by the Sr Technical Program Manager.


Required Skills and experience:



  • Bachelor’s degree in public health, Statistics, Demography, Social Sciences or Equivalent required; MSc/MPH preferred.

  • Previous experience in malaria public health programming is required.

  • Professional experience of at least (3) three years in a similar position, in governance and program management and coordination.

  • Experience and understanding of the sub-Saharan Africa health system context and malaria programming at the national and sub-national levels.

  • Ability to effectively communicate and present content and results with key stakeholders to drive forward programmatic goals.

  • Effective time-management and organization skills, with the ability to handle a high volume of large, complex tasks.

  • Demonstrated ability to work well with cross-functional, cross-geographical teams to accomplish objectives.

  • Demonstrated ability to work in a fast-paced, multi-year project, including supporting partner collaboration, experience with cross-cultural teams highly desirable.

  • Demonstrated ability to think strategically with strong analytical and problem-solving skills.

  • Skills in data quality assurance methods and data analysis and use.

  • Demonstrate proficiency in the use of Microsoft Office Word or comparable professional software package—specific competence in the use of Microsoft Word, PowerPoint, Outlook and working knowledge of Excel.

  • Public speaking and presentation skills and ability to facilitate training is highly desired.

  • Ability to travel domestically up to 25% of the time.
