Action Against Hunger is currently looking to fill the role of Community Mobilization Officer (Cash & Voucher Assistance), who will be responsible for the implementation of community mobilization activities in the ACF FSL programming of the project.
Position Details
Reporting to: Cash and Voucher Programme Manager
Proposed start date: August 2024
Work location: Sokoto, Sokoto State
Key Responsibilities:
- Responsible for the implementation of mobilization activities at community/LGA level in line with the work plan and deadlines;
- Support Programme Manager to develop a community mobilization and sensitization strategy document for effective program delivery;
- To coordinate with LGA officials and community stakeholders to share plan and implementation of the community mobilization activities;
- Provide training, orientation to the target communities regarding, ACF project, CRM, FCS, HDDS and other mobilization activities part of the intervention in collaboration with PM;
- Provide guideline and training to field assistants and community volunteers for effective community mobilization at the LGA level;
- Contribute to detailed planning and implementation of mobilization on kitchen gardening and FSL programs, in collaboration with PM;
- Help to identify methods of community mobilization that enhance partnership & coordination with government official and local communities, internal integration within sectors and programs (FSL, Nutrition, WASH, NFIs, etc.);
- Identify areas of cross-program linkages within ACF programs in assigned LGA to ensure program quality and adherence to program objectives, including respect of ACF technical guidelines, systems, and established deadlines;
- Support the reinforcement and coordination of regular program monitoring activities, i.e. baseline, PDM, end line, etc;
- Provide support to PM in budget forecasting, detailed work planning, monthly and quarterly reporting;
- Assist the PM in preparing internal and external reports for ACF and the community, including case studies and success stories;
- Support PM to develop project exit strategy procedure and properly communicate the contents to all the stakeholders;
- Establish good community relationship that will facilitate project acceptability and community participation in relevant activities as required by the project design;
- Follow up with the local traditional leaders and community volunteers to ensure compliance with the set action plans and rules for the community work;
- Ensure constant engagement with community volunteers and give them necessary support in the field and report to PM;
- Follow up the community volunteers and be sure that they are conducting the agreed activities;
- In close coordination with FSL team, advocacy and communication team to review and lead technical assessments, training manuals, design IEC material for ACF program;
- Assist the program team in the development of IEC and visibility related procurement and work plans of the mobilization and training component of the ACF program;
- Provide regular support to the PM to implement the field activities at community level;
- Ensure harmonization of program operating plans and protocols across the program as well as the mission, with the support of PM;
- Provide regular input for the tools based on findings at field level to ensure that technical standards, guidelines and methodologies are communicated and understood;
- Assist in engaging stakeholders at community and LGA level;
- Share reports and finding on daily basis to provide help in the compilation of quality reports with an overview of activities and contextual updates, and quantitative indicator follow-up and submit to supervisor for consolidation;
- Share day to day challenges and will suggest mitigation to program team;
- Assist the Program Manager in reviewing community mobilization activities, budget and then follow up with Logistics to ensure adherence to work plan;
- Support Program Manager to ensure timely submission of PRs, car/ staff movement plans on weekly basis;
- Ensure that all program-related data and information shared are correct, updated, organized, properly documented and accessible to the PM and team;
- Facilitate and support systematic monitoring and evaluation of community mobilization activities;
- Contribute to developing biweekly activity report, SitReps, Monthly and APR for the program team as well as contribute to the development of donor reports;
- Coordinate with ACF support departments and ACF sector departments with the help of PM to ensure a common approach and sharing of information;
- Represent ACF with local authorities, partners and other program stakeholders at LGA level with the consent of PM;
- Undertake additional coordination as requested by the PM;
- Area mapping through PRA tool;
- Support in preparing list of intervention villages/communities preparation with population/village (triangulation of secondary data on demography).
Position Requirements:
- Bachelor's Degree in Business Administration, Economics, Political Science, Public Health other related qualifications;
- Minimum 2 years work experience in humanitarian contexts, with at least 2 years in conflict/insecure contexts;
- He/she must have experience in food security and livelihood programming, Nutrition and community engagement;
- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to screening sites;
- Capacity to supervise and coach;
- Ability to work in an environment where there are physical discomforts associated with change in weather or discomforts associated with noise, dust or dirt;
- Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive;
- Excellent team, budget and project management and representation competencies;
- Microsoft Office Skills (Outlook, Excel, Power Point, Word);
- Willing and able to be based and travel regularly within remote areas, where services are limited;
- Fluency in English and Hausa;
- Commitment to ACF mission, values and policy;
- Resident of community area (LGA) of work, networks within community;
- Proficiency with local languages;
- Previous NGO experience managing mobilization in different interventions (i.e. FSL, cash transfers, wash, Nutrition);
- Previous experience with ACF;
- Report writing skills.
