Job Description
Job Summary:
The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination, and implementation of the monitoring and evaluation, research, and learning framework of the project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project. The M&E Officer will also provide technical assistance to the project staff, particularly in relation to monitoring, reporting, and evaluation issues.
Key Responsibilities:
Monitoring and Evaluation Planning:
- Develop and implement the M&E framework, including data collection and management systems.
- Work with program teams to define project objectives, indicators, and benchmarks.
- Ensure alignment of M&E activities with project goals and donor requirements.
Data Collection and Analysis:
- Oversee the collection of data from project sites, ensuring accuracy and timeliness.
- Analyze quantitative and qualitative data to assess project outcomes and impact.
- Maintain a database for storing and analyzing all relevant M&E data.
Reporting:
- Prepare high-quality M&E reports for internal and external stakeholders, including donors.
- Present findings in clear, concise, and actionable formats.
- Ensure timely submission of reports in line with project timelines.
Capacity Building:
- Provide training and technical support to project staff and partners on M&E tools and methodologies.
- Promote a culture of learning and continuous improvement among project teams.
- Collaborate with staff to ensure M&E insights are integrated into project decision-making processes.
Research and Learning:
- Identify and document best practices and lessons learned from project implementation.
- Lead or support the development of case studies, success stories, and other knowledge-sharing materials.
- Facilitate learning workshops and other knowledge-sharing events.
Compliance and Quality Assurance:
- Ensure M&E activities comply with donor and organizational policies and guidelines.
- Regularly review and update M&E tools, methodologies, and systems to improve effectiveness and efficiency.
- Conduct periodic field visits to monitor the implementation of M&E activities and provide feedback to project teams.
Collaboration and Stakeholder Engagement:
- Work closely with project partners, stakeholders, and beneficiaries to gather feedback and ensure their perspectives are included in M&E activities.
- Represent the organization in M&E-related meetings, workshops, and conferences as required.
Qualifications and Experience:
- Bachelor’s degree in Social Sciences, Statistics, Development Studies, or a related field (Master’s degree preferred).
- Minimum of [3] years of experience in M&E, preferably in the [sector] sector.
- Proficiency in data collection, analysis, and reporting tools (e.g., SPSS, STATA, Excel).
- Strong understanding of M&E methodologies, including logical frameworks, result-based management, and participatory approaches.
- Experience in training and capacity building in M&E practices.
- Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
