Job Summary:


The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination, and implementation of the monitoring and evaluation, research, and learning framework of the project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project. The M&E Officer will also provide technical assistance to the project staff, particularly in relation to monitoring, reporting, and evaluation issues.


Key Responsibilities:


Monitoring and Evaluation Planning:



  • Develop and implement the M&E framework, including data collection and management systems.

  • Work with program teams to define project objectives, indicators, and benchmarks.

  • Ensure alignment of M&E activities with project goals and donor requirements.


Data Collection and Analysis:



  • Oversee the collection of data from project sites, ensuring accuracy and timeliness.

  • Analyze quantitative and qualitative data to assess project outcomes and impact.

  • Maintain a database for storing and analyzing all relevant M&E data.


Reporting:



  • Prepare high-quality M&E reports for internal and external stakeholders, including donors.

  • Present findings in clear, concise, and actionable formats.

  • Ensure timely submission of reports in line with project timelines.


Capacity Building:



  • Provide training and technical support to project staff and partners on M&E tools and methodologies.

  • Promote a culture of learning and continuous improvement among project teams.

  • Collaborate with staff to ensure M&E insights are integrated into project decision-making processes.


Research and Learning:



  • Identify and document best practices and lessons learned from project implementation.

  • Lead or support the development of case studies, success stories, and other knowledge-sharing materials.

  • Facilitate learning workshops and other knowledge-sharing events.


Compliance and Quality Assurance:



  • Ensure M&E activities comply with donor and organizational policies and guidelines.

  • Regularly review and update M&E tools, methodologies, and systems to improve effectiveness and efficiency.

  • Conduct periodic field visits to monitor the implementation of M&E activities and provide feedback to project teams.


Collaboration and Stakeholder Engagement:



  • Work closely with project partners, stakeholders, and beneficiaries to gather feedback and ensure their perspectives are included in M&E activities.

  • Represent the organization in M&E-related meetings, workshops, and conferences as required.


Qualifications and Experience:



  • Bachelor’s degree in Social Sciences, Statistics, Development Studies, or a related field (Master’s degree preferred).

  • Minimum of [3] years of experience in M&E, preferably in the [sector] sector.

  • Proficiency in data collection, analysis, and reporting tools (e.g., SPSS, STATA, Excel).

  • Strong understanding of M&E methodologies, including logical frameworks, result-based management, and participatory approaches.

  • Experience in training and capacity building in M&E practices.

  • Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment.

  • Fluency in [languages required].
